The FDA's Office of Regulatory Affairs is the lead office for all FDA Field activities as well as providing FDA leadership on imports, inspections, and enforcement policy.  ORA supports FDA Product Centers by inspecting regulated products and manufacturers, conducting sample analysis on regulated products, and reviewing imported products offered for entry into the United States.  ORA also develops FDA-wide policy on compliance and enforcement.

WHO MAY APPLY:  This vacancy is open to current permanent (career/career-conditional appointments) employees of the Food and Drug Administration (FDA), Office of Regulatory Affairs, Office of Enforcement & Import Operations (OEIO) ONLY.  Current FDA/ORA/OEIO employees serving under a Schedule-A appointment are eligible for consideration. Title 42 employees not eligible for reinstatement will not be considered.

LOCATION:  This position is located in the Food and Drug Administration, Office of Regulatory Affairs, Office of Enforcement & Import Operations (OEIO).  Duty station will be determined upon selection. 
The salary listed in the vacancy announcement is at the base level.  The geographical locality pay will be determined at the time of selection.

TYPE OF POSITION: This position is being filled on a full-time, permanent basis. PROMOTION POTENTIAL: This is a career-ladder position; GS-13 is the full performance level.

The incumbent performs a variety of highly complex program analysis assignments and studies where the incumbent applies qualitative and quantitative methods to the analysis and evaluation of both internal organizational program operations and line programs to determine their efficiency and effectiveness. Major duties, at the full performance level,  include:

  • Plans, analyzes, and evaluates the efficiency and effectiveness of line health care, health regulatory, or human services program within an HHS organization.
  • Identifies and analyzes issues, problems, and challenges facing the program; formulates and evaluates possible courses of action for resolving them; draws conclusions based on relevant facts; and recommends solutions to organizational leadership.
  • Develops, selects, adapts, and employs qualitative and quantitative methods, procedures and systems for assessing the efficiency and effectiveness of programs. 
  • Prepares reports and briefs to program or higher-level leadership which convey study results and recommendations.
  • Analyzes new legislation, regulations and policies established at high echelons within the government to determine their affect on internal policies, procedures and operations. 
  • Serves as contracting officers technical representative on administrative contracts and task orders. 
  • Prepares complex reports in response to requests from higher echelons in the Federal government. 
  • Supports the conduct of research or other programmatic activities by performing work such as literature searches, synthesis of information, and compiling data from numerous sources. 
  • Leads efforts to automate program functions and processes and to develop information systems which track and disseminate information about the program.  

 

Duties at the trainee levels will be selected by the supervisor and will be developmental in nature.

Applicants must be meet all qualification requirements by the closing date of this vacancy announcement:

GS-11 : 52 weeks of specialized experience at least equivalent to the GS-09 level of Federal service; OR Three years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree related to the position being filled. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study. If that number cannot be obtained from the school, 18 semester hours will satisfy an academic year of graduate study.    

GS-12: 52 weeks of specialized experience at least equivalent to the GS-11 level of Federal service. 

GS-13: 52 weeks of specialized experience at least equivalent to the GS-12 level of Federal service. SPECIALIZED EXPERIENCE:   Experience directly related to the position to be filled which has equipped the candidate with the particular knowledge, skills, and abilities needed to successfully perform the duties of the position, and that is typically in or related to the position to be filled which includes knowledge of program and data management; in-depth experience in analyzing statistical data and conducting research studies in order to evaluate efficiency and effectiveness of programs; and experience identifying problems in program areas and implementing or recommending solutions.   

TIME-IN-GRADE REQUIREMENT: (Must be met within 30 days of the closing date)

GS-11: Applicants must have 52 weeks at the GS-9 or higher. 
GS-12: Applicants must have 52 weeks at the GS-11 or higher.  
GS-13: Applicants must have 52 weeks at the GS-12 or higher.

Documenting experience:  In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description.  Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.


CONDITIONS OF EMPLOYMENT:
