JOB SUMMARY:

The Federal Railroad Administration (FRA) is responsible for ensuring safety of the Nation's passenger and freight rail operations and infrastructure by promoting safe, efficient and accessible rail transportation. The mission and focus of FRA has grown to include the design and management of an unprecedented investment in the creation of a nationwide passenger rail network. FRA is providing leadership for the creation of a more balanced transportation system, transforming the way Americans travel.

The available positions are in the Federal Railroad Administration’s (FRA) Office of Passenger and Freight Programs.  The positions are located in multiple locations across the country (Olympia/Seattle, Washington and Chicago, Illinois). You will serve as a Project Manager, providing project management expertise to FRA and Department of Transportation (DOT) offices, States, railroads and other FRA stakeholders in the context of publicly sponsored programs to achieve the vision of a 21st-century rail network.

Among many other important duties, the prime focus of the position is providing project management guidance, oversight, training and technical assistance to FRA’s High Speed Intercity Passenger Rail (HSIPR) grantees within a major HSIPR corridor.  The position will lead FRA’s coordination and oversight of the project management life-cycle ensuring: efficient systems planning and development, satisfaction of environmental requirements, acceptable project design and engineering, construction adherence to scope, schedule and budget, development of comprehensive financial and operating plans, and effective integration among projects.  The position will serve as a member of one or more of FRA’s multidisciplinary teams of technical experts responsible for supporting primarily state-based efforts to ensure successful delivery of FRA funded projects within a geographically based portfolio.

The ideal candidate for this position is a mid-level professional who can function independently and demonstrate leadership in team environments. You should also have strong analytical, strategic planning and communication skills and knowledge in the area of freight and intercity passenger rail transportation. Experience should also include project management and project oversight experience in the conduct of transportation programs.  Experience leading to comprehensive products, in the analysis and/or improvement of rail transportation and ability to meet organizational goals is desirable.

As a Transportation Analyst (Project Manager), you will:

  • Utilize project management methods and tools; and assist with the coordination of Federal activities to ensure steady work flow, maximum production, compliance with deadlines, and overall efficiency of project delivery and oversight.
  • Advise on the quality of rail proposals and contribute to the development of a recommended position for FRA including understanding and applying the requirements of FRA guidelines, other applicable Federal guidelines, legislation and the Administration’s goals and objectives. 
  • Work with FRA subject matter experts on a multidisciplinary team to perform technical reviews, evaluations and approvals of on-going and/or completed HSIPR corridor programs. 
  • Participate on a multidisciplinary team of technical experts responsible for providing technical assistance to primarily state-based efforts to ensure successful delivery of an FRA funded HSIPR corridor program.
  • Serve as a Contracting Officer’s Technical Representative (COTR) in carrying out delegated responsibilities for the technical and fiscal oversight/management of assigned HSIPR corridor programs.
  • Provide policy input on Federal HSIPR programmatic and regulatory issues resulting from DOT and FRA initiatives, and Congressional and public inquiries.

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

LEVEL

To qualify, you must have at least one year of specialized experience equal or equivalent to the following:

GRADE 14

  • Experience using project management methods to assist with the coordination of team or contractor activities to ensure steady work flow, maximum productions, compliance with deadlines, and/or overall efficiency of operations.
  • Experience utilizing program and/or project management to perform  oversight in the conduct of transportation programs.

CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.

  • SENIORITY RIGHTS-LEAVES OF ABSENCE- RE-EMPLOYMNET RIGHTS: The FRA has determined that seniority rights, leaves of absence, and reemployment rights from prior railroad employment generally constitute an actual or an appearance of a conflict of interest.  New employees may be required to divest themselves of such rights immediately upon hire if these rights are determined to constitute an actual or appearance of a conflict of interest.  If new employees are permitted to retain such rights, which is generally the case for Railroad Safety positions, the rights must be divested at the end of the one year probationary period which begins with the date of appointment. Divestiture is a requisite to continued employment with the Federal Railroad Administration.  No waivers will be granted of the divestiture requirement. Pursuant to 5 C.F.R. Parts 2635.403 and 6001.104, all FRA employees (or spouses or minor children of FRA employees) are specifically prohibited from holding railroad stock (including shares of Berkshire Hathaway, Inc. which owns 100% of BNSF), whether held outright, in an IRA, or in a 401(k) or other plan.  (Employees may hold a mutual fund which invests in railroad stocks, so long as the mutual fund does not invest more than 30% of its assets in such prohibited investments.)  Employees having a prohibited financial interest must divest themselves of railroad stock within 90 days after their appointment to their positions.  Neither the rule against holding railroad stock, nor the divestiture period, is in any way affected by the existence of re-employment rights which employees might have with railroad companies.  Nor is there any monetary threshold for applicability of the rule against ownership of railroad stock; all dollar amounts are prohibited.
  • TRAVEL AND TRANSPORTATION EXPENSES: will be paid if the selection results in a promotion OR for a geographical reassignment if the FRA selectee occupies a position at the same grade level that has significantly different duties from that of this position vacancy. Travel and transportation expenses will not be paid if a candidate outside the FRA is selected OR a FRA employee accepts a change to the lower grade that results in a geographical reassignment for this position vacancy.
  • TIME-IN-GRADE REQUIREMENT:  Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade requirements contained in 5 CFR 300, Subpart F.
