Employee will serve as a Management Analyst within the Health Eligibility Center (HEC), Enrollment and Eligibility Division (EED) located in Atlanta GA, as part of a support teams providing business systems definitions to support the Department of Veterans Affairs mission.  Duties include, but may not be limited to: Creates essential components in support of data calls, utilizes analysis tools, collects information, provide analysis, and consolidates interpretation of results for reporting and recommended actions. Assists in formulating and gathering measurement criteria to develop key performance measures. Routinely updates and provides extracts and reporting (i.e., active strategy, performance scorecards, action plans, risk registries, etc.) Assists in developing program/project schedules, agenda, minutes, and supporting documentation; ensures the most updated documentation is posted to the SharePoint locations and that the configuration management process is followed by all staff. Assists managers in gathering information required for contingency planning/continuity of operations efforts in mission critical areas and ensures these are documented in the appropriate data bases. Assists with reviews conducted to ensure workload performance is updated and performs reviews in the Workload Reporting and Productivity (WRAP) to maintain updated/accurate data. Assists all management staff in developing recommended positions on program issues including determining the impacts new policies may have on business strategies related to the delivery of veteran enrollment determinations. Prepares, maintains, and reviews draft documentation (i.e., white papers, operating plans, acquisition documents, etc.), identifies potential errors, recommends solutions and other information both orally and in writing. Participates in special studies on a wide variety of subjects in the accomplishment of measuring and reporting initiative performance levels. Performs administrative support duties, such as calendars, appointments, meetings, timecards, travel arrangements, purchasing, tracking, documentation, reporting, and office support. Must have knowledge of procurement and acquisition practices to develop statements of work and monitor contractor performance.

Requires one (1) full year of specialized experience equivalent to at least GS-9 grade level in the Federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this Management Analyst position to be filled. Specialized experience includes: formulating and gathering measurement criteria to develop key performance measures and ensuring performance is updated timely; creating essential components in support of data calls, utilizing analysis tools, collecting information, providing analysis and consolidating interpretation of results for reporting and recommended actions; developing recommended positions on program issues including determining the impact that new policies may have on business strategies related to the delivery of healthcare enrollment determinations; and preparing, maintaining, and reviewing draft documentation and identifying potential errors. (A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.)

OR Possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related to the position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this Management Analyst position. (Transcript required)

You will be rated on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs) as part of the assessment questionnaire for this position:

  • Knowledge in procurement and acquisition practices to develop statements of work and minor contractor performance.
  • Knowledge in organizational, programs, missions, and functions, including knowledge of analytical and investigative techniques to conduct program analysis.
  • Ability and experience to develop written communications for senior management audiences.

PHYSICAL REQUIREMENT: The work is primarily sedentary, although some slight physical effort may be required.

Applicants will be ranked based on four quality groups, as follows:

  • Best qualified - applicants possessing experience that substantially exceeds the minimum qualifications of the position including all selective factors, and who are highly proficient in all requirements of the job and can perform effectively in the position;
  • Highly qualified - applicants possessing experience that exceeds the minimum qualifications of the position including all selective factors, and who are proficient in most of the requirements of the job;
  • Well qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors, and who are proficient in some, but not all, of the requirements of the job; and
  • Qualified - applicants possessing experience and/or education that meets the minimum qualifications of the position including all selective factors.
