This position is located in the Human Capital Branch (HCB), Office of Workforce Effectiveness and Resources (OWER), Office of Science Management and Operations (OSMO), Office of the Director (OD), National Institute of Allergy and Infectious Diseases (NIAID), National Institutes of Health (NIH).

If selected, you will be responsible for ensuring that all work assignments of the team are carried out to achieve specific tasks, produce work products and services, and meet program and production goals of the Human Capital Branch (HCB).  If selected for the position, you will perform the following duties and functions:

 

  • Lead a team of three other federal employees in accomplishing two-grade interval work at the GS-12 grade level.
  • Provide expert advice and assistance to managers and supervisors in the development of position descriptions and evaluation statements; the identification of knowledge, skills, and abilities and the development of corresponding job analyses and crediting plans.  Advise on position management and position allocation issues and concerns.
  • Keep abreast of the most current DHHS and NIH policies and procedures, providing interpretations to supervisors along with detailed explanations of any impact on their staff.  Research and develop policy, internal procedures, and written guidelines and standard operating procedures as a result of legislative changes, new directives, delegated authorities, and program changes.
  • Continually review and evaluate the application of the various authorities and programs falling under the human capital umbrella, to include analyzing and evaluating processes, determining where problems or bottlenecks may exist, and participating in efforts to reengineer processes.  Identify areas where new and/or revised guidance, standard operating procedures, and/or tools are needed to assist managers in their use, and actively participate in their development.
  • Research, compile, and analyze Institute-wide data to monitor individual Division and Office needs using various qualitative and quantitative methods.
  • Serve as project officer for contracts that provide a variety of management advisory services to NIAID managers and supervisors in such broad areas as position management advice and position description development, initiation and development of requests for approval of Title 5 and Title 38 authorities, Commissioned Corps, and non-FTE appointments.
  • Develop work plans that include task statements, scope of responsibilities, performance criteria, project milestones, and projected completion dates.  Participate in the solicitation, evaluation, and selection process.  Coordinate the delivery and evaluation of contractor-developed recruitment programs and plans.  Provide ongoing oversight and direction to contract staff and periodically evaluate contractor activities and performance.
  • Participate in the development and/or revision of NIAID policies and procedures.  Prepare reports, giving results of reviews and evaluations, along with recommendations for changes and/or improvements.

Qualification Requirements:

You must possess at least one year of specialized experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks:  providing advice and guidance to organizational managers on the utilization and implementation of human capital programs and initiatives (i.e., Title 5, Title 38, Title 42, Commissioned Corps, etc.); providing advice and guidance on human resources policies and procedures; and performing quantitative and qualitative analysis of human resources program for improvement of program effectiveness.

A one-year probationary period may be required upon selection/placement.
