You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions, http://www.opm.gov/qualifications/standards/group-stds/gs-cler.asp.
You must have at least one year of specialized experience at the GS-04 or equivalent level. Specialized experience includes:
Experience independently providing a wide range of administrative support and technical advice and guidance for the full range of human resources program areas including: personnel and payroll systems, staffing and recruitment, employee development and training, leave administration, time and attendance, injury compensation, performance management and incentive awards.
SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: Four years of successfully completed education above the high school level in any field for which high school graduation, or the equivalent, is a prerequisite may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed education and experience may be used to meet total experience requirements.
If you are using education to substitute for specialized experience, you must submit transcripts (official or unofficial) or some form of proof of your education.
To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education.
Failure to provide documentation at the time of processing, or a determination that you do not possess sufficient education and experience to meet the total qualification requirements, will result in an ineligible rating.
This position requires the ability to type at least 40 words per minute.
HOW YOU WILL BE EVALUATED:
Your application will initially be reviewed to determine whether you meet the minimum eligibility and qualifications requirements. If you are qualified, you will then receive a rating based on the degree to which your background matches the knowledge, skills and abilities for the position listed below. If a determination is made that you have inflated your qualifications, you will be assigned a rating commensurate with your background. Your application will be placed in one of three categories:
Best Qualified: Meets the minimum qualification requirements and demonstrates experience as an expert in the field or is recognized as a senior specialist, team lead, etc.
Highly Qualified: Meets the minimum qualification requirements and demonstrates full-performance level experience.
Qualified: Meets the minimum qualifications and demonstrates minimum experience and/or training only.
Within these categories, applicants eligible for veteran's preference will receive selection priority over non-veterans.

· Knowledge in applying federal personnel laws.
· Knowledge and application of regulations pertaining to time and attendance and processing employee
· Knowledge and application of regulations pertaining to human resources functional areas (i.e. processing personnel actions, performance management, awards/incentive programs, and training programs).
· Ability to communicate orally.
· Ability to communicate in writing.
· Skill in entering data into and generating and analyzing reports from automated systems.
