The incumbent assigned to this position must be able to identify and resolve day-to-day issues pertaining to a wide variety of Research activities such as being involved in production and publication of documents and reports, the submission of research grants, and maintaining inventory. Maintaining inventory includes reconciling orders and deliveries and assigning their cost to the proper project or control point. Executes office automation functions such as production of study documents, organization of electronic files to facilitate easy identification and retrieval, formats reports, generates memoranda and transmits study data (i.e., analytic files, manuscripts, reports, etc.) through email or fax.

 

The selectee must also be able to interpret and apply knowledge of policies and procedures relevant to Health service research, travel, purchasing, general office management, and building operation. must be able to maintain office supply inventory, initiate and complete appropriate travel requests for conferences, obtaining the proper documentation and signatures. Make reservations for flights, hotels and other amenities required for meetings. Track faculty and staff compliance with VA/GLA mandatory training requirements. Must be able to communicate effectively with courteous telephone manner. Answer, screen, respond and forward phone messages.

 

Must also be able to use Windows NT, Microsoft Office-Word, Excel, Power Point, Access, Publisher, Outlook, and the Internet in carrying out the demands of the position. Applications include memoranda, spreadsheet and presentation production, emailing information, formatting and processing of reports. Ability to operate standard office equipment including computers, printers, copiers, facsimile machines, scanners, and audiovisual equipment (videoconference monitors and connections, overhead projector, LCD projector, video player, etc.)

Time-in-Grade Restriction - Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For the GS-5 level, these applicants must have held at least the GS-3 grade or higher for a year.

 

GS-5 Level:  Applicants must have one or more years of specialized experience related to this position. This experience must have been equivalent to at least the GS-4 grade level in the Federal Service. Examples of specialized experience include: clerical positions or research experience which involved provining customer service, creating and editing documents and reports and the submission of research grants. Maintaining office supply inventory and utilyzing office automation equipment.  

 

 


 


Applicants may substitute education for the required experience.   Four years of undergraduate-level education is qualifying for the GS-5 level.   The education must have been obtained in an accredited business or technical school, junior college, college or university for which high school graduation or the equivalent is the normal prerequisite. Applicants may also combine education and experience to qualify at the GS-5 level.   To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned).   Then identify the percentage of required experience you possess.   Add the two percentages.   The total percentage must equal at least 100 percent to qualify at the GS-5 level.   Unofficial transcripts required whenever qualifying based on experience.

 

Relocation expenses will not be reimbursed.
