These vacancies are being filled through the Office of Personnel Management's delegated Direct Hire Authority.  The following is applicable: all applicants who meet the basic qualification requirements will be made available to the Selecting Official for consideration. A severe Government-wide shortage of candidates exists and/or a critical hiring need is present for this occupation as determined by the Office of Personnel Management (OPM). Therefore, these Federal positions are also being filled through OPM's Government-wide Direct Hire Authority (DHA). This flexible hiring authority has been authorized by the Chief Human Capital Officer Act of 2002 (Title XIII of the Homeland Security Act and codified at 5 U.S.C. § 3304).  If utilizing DHA, the following is applicable:  a vacancy is established, applicants who are U.S. citizens and meet the basic qualification requirements will be forwarded to the Selecting Official for consideration, and the "rule of three", Veteran's preference, & traditional rating/ranking of applicants do not apply to the Direct Hire process (Indian Preference does apply).

POSITION INFORMATION:

·      Positions will be filled as permanent or non-permanent; full-time, part-time, or intermittent (work only when called) or rotational work schedules that may include shift-work (evenings, weekends).

·      Some service units operate under extended service hours 7 days per week.

·      Incumbents of these positions may be subject to on-call or call back duty, i.e. irregular or occasional work performed on a day when work is not scheduled

The Indian Health Service may or may not pay or assume liability for personal travel, moving expenses, or other relocation costs incurred in accepting employment.  Payment of relocation expenses will be determined on a case-by-case basis and in accordance with the Federal travel regulations.

MAJOR DUTIES:

·Provides direct primary, preventative and therapeutic nursing care to patients of all age groups.

·Orders and/or performs screening and diagnostic tests and procedures such as lab studies, x-rays, electrocardiograms, audiograms and pulmonary function tests.

·Formulates and implements plans of care which may involve various treatment modalities, and prescription of medications.

·Performs minor surgical and invasive procedures such as suture of lacerations not involving nerves or tendons, incisions and drainage of abscesses.

·Provides direct physical and psychological care in emergencies.

BASIC REQUIREMENTS:

Education: Degree or diploma from a professional nursing program approved by the legally designated State accrediting agency at the time the program was completed by the applicant. (One year of nursing experience as a military corpsman that has been accepted by a State licensing body may be accepted in lieu of education at the GS-4 level.)

Registration: Applicants must have active, current registration as a professional nurse in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. An applicant who has graduated from an approved nursing educational program within the past 12 months may be appointed pending State registration as a professional nurse within 6 months of appointment. No person appointed pending registration may be retained beyond 6 months, or promoted, if registration has not been attained.

The following shows the amounts of education and/or experience required to qualify for this position:

GS-9 Minimum Qualifications: Two full years of progressively higher level graduate education OR a master's or equivalent degree OR one year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-7 grade level or equivalent.

GS-9 Specialized experience is defined as providing direct and comprehensive primary, preventative and therapeutic medical and nursing care to patients.

GS-11 Minimum Qualifications: Completion of all requirements for a doctoral degree (Ph.D. or equivalent) or three full years of progressively higher level graduate education OR one year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-9 grade level or equivalent.

GS-11 Specialized experience is defined as serving as a Nurse Practitioner providing direct and comprehensive primary, preventative and therapeutic medical and nursing care to patients.

GS-12 Minimum Qualifications:  One year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-11 level or equivalent.

GS-12 Specialized experience is defined as serving as a Nurse Practitioner providing direct and comprehensive primary, preventative and therapeutic medical and nursing care for patients as well as assisting other health professionals develop treatment protocols and standard policies and procedures.

SELECTIVE PLACEMENT FACTOR:   

In addition to the qualification requirements for the OPM and IHS Excepted Service Qualifications described above, to be rated basically qualified for this position, candidates must possess current, valid, active, unrestricted professional nursing license as a professional nurse from any State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.   New graduates must also possess this licensure as indicated with no grace period allowed.  Applicants must have certification issued by the appropriate certifying body, the American Academy of Nurse Practitioners (AANP) or through the American Nurses Credentialing Center (ANCC), as a Nurse Practitioner. New specialty graduates (individuals who have obtained a qualifying degree within six months of their appointment) have six months from the date they enter on duty to provide evidence of certification.  During this six-month period, new nurse practitioner graduates will be assigned responsibilities under closer supervision than normally expected of a certified nurse practitioner.  If certification is not obtained within the six months of appointment, you will be separated from Federal service.

·         The selected individual is required to obtain and maintain medical staff clinical

privileges, including any licensure requirements. If privileges are not obtained

or maintained during employment, the employee will be subject to adverse

provide documentation prior to or at the time of their start date. Special

consideration may be allowed to individuals who are allergic to a component of
