NEW HAMPSHIRE NATIONAL GUARD

MILITARY INDEFINITE TECHNICIAN VACANCY ANNOUNCEMENT

 

NATIONAL GUARD MEMBERSHIP IS REQUIRED

THIS POSITION IS A TITLE 32 FEDERAL EXCEPTED TECHNICIAN POSITION.  YOU MUST BE OR BECOME A MILITARY MEMBER IN THE NEW HAMPSHIRE NATIONAL GUARD.

 

Current technicians selected will retain the appointment status they are currently in. (i.e., Permanent or Indefinite).  Individuals from Area II or Area III will be appointed Indefinite status.  Conversion to permanent status may be accomplished without further competition.

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is a Title 32 federal technician excepted position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate military membership and employment in the National Guard in the military grade listed in this announcement.

 

This position is located in a State Human Resources Office servicing both Army and Air National Guard full-time personnel.  

Open Areas of Consideration: Areas 1, 2, and 3

DEFINITION OF AREA(S) OF CONSIDERATION:

Area 1 = permanent or indefinite technicians currently employed with the New Hampshire National Guard. (this area includes NH National Guard AGR’s who have USERRA rights back to a technician position).
Area 2 = AGRs, temporary technicians, or traditional/M-Day soldiers and airmen currently serving in the New Hampshire National Guard.

Area 3 = all individuals eligible for membership in the New Hampshire National Guard as a military member. ( NOTE:   Please call 603-225-1214 to ensure you are eligible to enlist in the NH Army National Guard as a military member BEFORE applying for this position)

KEY REQUIREMENTS

--Serves as the state's principal human resource development advisor and consultant to key management on the full range of human resource development (HRD) options for a variety of professional, administrative, technical, and trades and labor occupations.   Provides guidance and advisory services to operating managers in analyzing and proposing solutions to human resources management problems.   Has frequent contact with supervisors, managers and bargaining unit employees regarding training opportunities.   Relied on by management officials to provide comprehensive guidance and advice in areas such as: self-development activities, mandatory courses, individual development plans, performance improvement plans, Professional Education Center courses, Management Development Center courses, supervisory courses, and technician retirement courses.   May provide guidance for Continuation in Service Agreements, available funding, and college tuition.   Identifies courses, by evaluating mission requirements and cost considerations as they pertain to training objectives.

 

--Develops policy and procedures at the state level for identifying organizational and individual training needs, training opportunities, and sources of needed training for positions in technical, professional, administrative, managerial, and skilled occupations.

 

--Provides advice and guidance on technician training issues related to program requirements to successfully accomplish the state National Guard mission.   Advises and provides direction to senior staff and organizational managers concerning possible areas of improvement, providing ideas from private industry, other government organizations and/or other states.    

  

--Performs other duties as assigned.

GENERAL EXPERIENCE: Experience, education or training which involves the exercise of analytical ability, judgment, discretion, and personal responsibility, and application of a substantial body of knowledge of principles, concepts and practices applicable to one or more fields of administration or management.   Experience using computer and automation systems. 

 

SPECIALIZED EXPERIENCE  (36 months experience which shows):  Experience, education, or training involving the administering, delivering, maintaining, advising, and adapting advanced concepts, principles, and theories of Human Resources to the unique organizational, management, and mission requirements.   Experience assisting in the development of Human Resources policies and procedures.  Experience advising management on Human Resources principles and practices.

KSA's:

·         Knowledge of, and skill in applying a wide range of HR and fiscal concepts, practices, laws, regulations, policies and precedents.

·         Knowledge of training and development principles, theories and methods.

·         Ability to interact with all levels of management and labor unions as a strategic business partner.

·         Practical knowledge of other HRO specializations, i.e. classification, recruitment and placement, employee relations, labor relations, equal employment opportunity, AGR management, etc. for purposes of interacting and resolving issues as well as for development and evaluation of courses in above areas.

·         Knowledge of the different philosophies and structures of the ANG and ARNG within the state and the relationship of training to the assigned missions.

·         Ability to use continually changing automated systems in order to get data in and out.

·         Skill in coordinating constantly changing program/project requirements in order to minimize disruptions.

·         Ability to participate in strategic planning to see where the organization is headed, to provide a pathway there, and to take full advantage of modern technology.

·         Ability to bring training to technicians by non-traditional means and supplementing that training with web-based or computer based versions of regulations and guidelines.

 

     MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.

Military Grades: Officer:  2LT/01-CPT/03, Warrant: W01-CW4, Enlisted: SSG/E6-MSG or 1SG/E-8

Max Mil Grade:  CPT/O3

Compatible Military Assignments: Officer:  42B, 42H, Warrant: 420A, Enlisted: 42A

This vacancy will be processed in accordance with NHNG TPR 335 & Article 16 of the Labor Management Agreement.   Military compatibility and grade inversion rules will be strictly adhered to. In order to comply with the NGB compatibility criteria, selected individual will be immediately assigned to compatible military assignment.

 

THE FILLING OF THIS POSITION IS SUBJECT TO THE AVAILABILITY OF MANPOWER SPACE.

 

Reimbursement for PERMANENT CHANGE OF STATION (PCS) expenses is not authorized.
