The incumbent of this position performs the following duties: 

  • Reports to and serves as the principal advisor to the Deputy Assistant Secretary for Enforcement and Programs on FHEO matters.

  • Participates in legislative and litigation activities; and serves as the reviewer and final approver for all Civil Rights Related Programs requirements and compliance determination made by the FHEO Center Directors.

  • Implements discrimination compliant and compliance process for cases with civil rights statutes and regulations as related to the Fair Housing Act, Title VI, Sections 504, Section 109, the Americans with Disabilities Act and the Age Discrimination Act.

  • Develops, establishes and administrates a full delivery of operating procedures for services and other matter under its jurisdiction.

  • Provides technical assistance and represents the Assistant Secretary on matters of fair housing and equal opportunity with State, local and other federal government agencies.

  • Participates in negotiations with national housing constituents groups, business and corporations; serves as a liaison with local elected officials, minority groups and civil rights organizations.

GS-15: You qualify at the GS-15  level if you possess one year of specialized experience. Specialized experience is defined as demonstrated experience directing, implementing and evaluating investigative and enforcement programs as they relate to fair housing.  Also direct experience in analyzing or overseeing the investigation or analysis of potential violations of the Fair Housing Act and other civil rights laws such as Title VI of the 1964 Civil Rights, Section 504 of the 1973 Rehabilitation Act as it relates to housing, Section 3 of the Housing and Urban Development Act or Title II of the Americans with Disabilities Act.  


There is no educational substitution for this grade level.

HOW YOU WILL BE EVALUATED:

Human Resources will review your resume and supporting documentation to ensure you meet the minimum qualification requirements.  If you meet the minimum qualifications, your knowledge, skills, and abilities (KSAs) will be rated between 70 and 100 based on your responses to the online assessment questionnaire.  If you are eligible for placement under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) eligibility, you must earn a score that places you in the Best Qualified group to be considered qualified.  The KSAs for this position are:

1.    Experience in applying fair housing and civil rights laws and regulations relating to housing discrimination including the Fair Housing Act, Title VI of the 1964 Civil Rights Act as it relates to housing, Section 3 of the Housing and Urban Development Act, Section 504 of the 1973 Rehabilitation Act as it relates to housing, Title II of the Americans with Disabilities Act.

 

2.    Skill in fact-finding, analysis, formulating and presenting recommendations, and negotiating resolutions of complex issues.

3.    Skill in grant oversight an analysis and decision-making regarding complex and challenging issues with high levels of public interest.

 

4.    Skill in effectively providing technical assistance to the general public, public officials, and applicants for and recipients of fair housing programs through effective oral communication.

 

5.    Skill in managing and supervising a diversified workforce, and the ability to lead people in meeting organizational vision, mission and goals.

  1. Best Qualified:  Applicants possessing a background that demonstrates a superior level of all evaluation criteria. 
  2. Better Qualified:  Applicants possessing a background that demonstrates a satisfactory level of the evaluation criteria.
  3. Qualified:  Applicants possessing the basic qualifications, with general knowledge, skills, and abilities.
