Assignments will include developing, designing, performing and documenting a broad range of operations research analyses involving current and projected pricing, production, distribution, and consumption of energy. You will identify analytic issues for study, evaluate and propose analytic approaches; prepare draft and final findings based on research and testing of hypotheses. You also will develop plans for building, maintaining, and enhancing energy models in support of analytic studies and agency projections. The U.S. Energy Information Administration (EIA) provides policy-neutral data, forecasts, and analyses to promote sound policy making, efficient markets, and public understanding regarding energy and its interaction with the economy and the environment. Applicants selected for these positions will perform mathematical, statistical, economic or other analyses and studies, and maintain and enhance models for use in simulation studies. The assignments are pertaining to the Energy sector or to sub-sector of it. The analysts modifiy and adapt techniques to fit situations, some requiring innovative approaches. Assignments involve consideration of the effects of new and emerging technologies, rapidly changing industry practices, mergers and restructurings, new regulations, and other changes in the world and national economies and markets affecting production, pricing, supply and distribution patterns.

ADDITIONAL EDUCATION AND SPECIALIZED EXPERIENCE: In addition to meeting the basic entry qualification requirements, applicants who possess directly related education OR experience. Online resumes of qualified candidates must describe at least one year of operational research experience conducting studies and investigations of systems and their relationships involving economic analysis using economic models to develop and assess methods or solve problems. Experience must be equivalent to at least the GS-12 level in the Federal service. The successful candidates for these positions will possess the following KSAs/competencies: 1. Mastery of one or more specialized areas of economics sufficient to apply new analytical developments, methodologies and research, findings to broad studies of an unprecedented nature. 2. Knowledge of the full range of operations research analysis techniques. 3. Ability to originate new ideas, projects, studies, and methodologies. 4. Ability to design, build, and use models and simulation techniques. 5. Expert knowledge of complex and subjects and industrial operations and practices under study so that conclusions reflect real world environments.
Basic Requirements: Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. Courses acceptable for qualifying for operations research positions may have been taken in departments other than Operations Research, e.g., Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science. EDUCATION FROM FOREIGN INSTITUTIONS: Education completed in foreign colleges or universities may be used to meet the above requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States (PROVIDING SUCH EVIDENCE IS YOUR RESPONSIBILITY).
