The Office of Workers' Compensation Programs (OWCP) administers four major Federal workers' compensation programs under various acts: the Federal Employees' Compensation Act, as amended (FECA); the Longshore and Harbor Workers' Compensation Act as extended (LHWCA); the Federal Mine Safety and Health Act of 1977, as amended (Black Lung program); and the Energy Employees Occupational Illness Compensation Act, as amended (EEOICA).

The incumbent of this position serves as Regional Director for OWCP in any of the OWCP regions administering both the FECA and the EEOICA benefit programs and is responsible for administering all OWCP programs assigned to the region. As Regional Director, the incumbent provides executive leadership in planning, directing, carrying out, and assessing the benefit programs administered in the Region which affect the welfare and well being of thousands of claimants within the regional jurisdiction. In addition, the incumbent: (1) represents OWCP with various Departmental, Federal and State agencies, and private industry; (2) develops Regional Office programmatic policies and strategies; (3) develops and justifies requests for staffing and financial resources, determines the appropriate allocation of these resources based on strategic and operational plans and priorities, and is accountable for their use; (4) participates as a member of the OWCP Executive staff in the formulation of the OWCP policies, plans, goals, positions, and program directions; (5) is accountable for the Region's performance against strategic, operating plan, and operational plan goals and targets, and (6) chairs and participates in executive-level, policy-making intra-agency, and intergovernmental task groups and committees.

Candidates must possess technical and management experience and have developed the knowledge and skills required for effective performance of the specific duties of the position. Candidates must have had experience at a major management level (normally equivalent to the GS-15 level in the federal service). All applicants MUST separately address each of the Mandatory Technical Qualifications (MTQs) and Executive Core Qualifications (ECQs) when applying on line. EXECUTIVE CORE QUALIFICATIONS (ECQs): 1. Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. 2. Leading People: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. 3. Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. 4. Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically. 5. Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

MANDATORY TECHNICAL REQUIREMENTS (MTQs): In addition to the ECQ's above, qualified applicants must possess the following four (4) technical qualifications which represent the experience required to perform the duties of this position. Proficiency in these technical qualifications MUST be clearly evident in your application. MTQ's include: 1. Demonstrated proficiency with running large, multi-faceted organizations, preferably as a lead operations manager, and the proven ability to manage a diverse workforce and diverse customer base. Because of OWCP's unique composition, applicants must be able to demonstrate the ability to effectively multi-task and manage a complicated set of programs. 2. Demonstrated working knowledge of Federal Employee's Compensation Act, the Energy Employees, Occupational Illness Compensation Program Act, and related laws administered and enforced by OWCP. Depending on the Region, working knowledge of the Black Lung and Longshore Acts is desirable. 3. Demonstrated effectiveness in leading large workforces in meeting detailed operational targets and in adjusting work processes when performance falters in order to achieve operating plan goals including customer service requirements. 4. Demonstrated understanding of medical and rehabilitation issues as they relate to social insurance programs.

WHAT TO EXPECT NEXT:

The Office of Executive Resources will review all applications to determine if applicants meet the mandatory technical qualifications of this position and the SES ECQs. Those who meet the qualifications will be referred to a panel of SES members for rating and ranking to determine the "best qualified" candidates. The panel will make a recommendation to the selecting official about the top candidates that he/she should interview. Once a selection is made, the selectee's application will be forwarded to the Office of Personnel Management (OPM) for approval by an OPM independent Qualifications Review Board, unless the selectee is a current SES executive or has successfully participated in an OPM approved SES Candidate Development Program.
