An innovative, fee-for service organization, the Volpe National Transportation Systems Center (Volpe Center), part of the U.S. Department of Transportation's (U.S. DOT's) Research and Innovative Technology Administration (RITA), in Cambridge, Massachusetts, is an internationally recognized Federal center of transportation innovation with a world-class, multidisciplinary technical team with expertise across all modes of transportation.

The Research and Innovative Technology Administration coordinates the U.S. Department of Transportation's (DOT) research programs and is charged with advancing the deployment of cross-cutting technologies to improve our Nation's transportation system.


We are seeking to fill a part-time Human Resources Specialist position.  This position is also announced as full-time under a separate vacancy announcement #RITA.VOLPE-2013-0036


As a Human Resources Specialist working in the Workforce Acquisition Staffing Branch of the Office of Human Resources, and the Employee and Labor Relations Branch you will be responsible for a full-range human responsibilities consisting of staffing and recruitment, classification and compensation and employee and labor relations.  Working with management you will review position descriptions and determine the appropriate classification, prepare job analysis used in the recruitment process, determine the recruitment avenue, i.e., merit promotion or delegated examining.  S/he will provide advise and assistance to management/clients/employees regarding promotions, reassignments, details, reassignments as well as advising management regarding adverse employee actions. S/he will attend job fairs at colleges, universities and professional and trade associations preparing displays to attract professional applicants.

As a Human Resources Specialist, you will:

  • Carry out projects and tasks in the areas of recruitment and placement, classification and compensation, employee relations and labor relations.
  • Provide technical assistance to all levels of management and employees on personnel matters of employment, pay administration, classification, etc.
  • Provide technical expertise to managers and employees providing answers and guidance to the most difficult HR questions.
  • Communicate in writing and present information sufficient to develop and deliver briefings, project papers, status/staff reports and correspondence to management as well as employees.
  • Attend business and professional job fairs, prepares professional displays to attract applicants.

To meet the minimum qualifications for this position, you must meet either the education or experience qualifications for the grade at which you are requesting consideration.

LEVEL To qualify on Education, you must have: To qualify on Experience, you must have one year of specialized experience equal or equivalent to the following:
GRADE 9 master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related
  • Experience providing staffing AND classification management advisory services within an assigned area.
  • Experience in communicating in writing and presenting information to managers, supervisors, employees, and applicants with technically sound advice on a wide range of staffing and recruitment issues.
  You can also qualify based on a combination of education and experience
GRADE 11 Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related
  • Experience providing staffing AND classification management advisory services within an assigned area that contains a variety of different types of positions.
  • Experience in communicating in writing and presenting information to managers, supervisors, employees, and applicants with technically sound advice on a wide range of staffing and recruitment issues.
  You can also qualify based on a combination of education and experience
GRADE 12 There is no education substitute
  • Experience providing HR (Human Resources) consultative and authoritative technical services in a HR function (i.e., staffing and recruitment; training and development; classification; labor and/or employee relations; employee benefits; HR systems; performance management; human capital initiatives; etc.).
  • Experience in communicating in writing and presenting information to managers, supervisors, employees, and applicants with technically sound advice on a wide range of staffing and recruitment issues.

BASIS FOR RATING: If you meet the qualification requirements, your application will be placed in one of four categories: Platinum, Gold, Silver or Bronze, which is based upon your responses to the vacancy questions.
