Specialized Experience for the CN-51 level: To qualify at the CN-51 level, you must have one year of specialized experience at or equivalent to the CN-40 level in the Federal service. (For qualification purposes, the CN-40 level is broadly equivalent to the GS-09 level.) For this position, specialized experience is defined as: Experience conducting research on issues affecting older people; reviewing policies that address financial products, financial counseling, fraud and financial literacy; and developing educational or other communications to address the older population.
Education: Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related.
Education qualifying for this position must be in a related field.
Education must be from an accredited college or university recognized by the U.S. Department of Education.
Specialized Experience for the CN-52 level: To qualify at the CN-52 level, you must have one year of specialized experience at or equivalent to the CN-51 level in the Federal service. (For qualification purposes, the CN-51 level is broadly equivalent to the GS-11 level.) For this position, specialized experience is defined as: Developing and implementing written materials (such as reports) and oral communications tailored for older people; conducting and interpreting research on trends and issues affecting financial decision-making; and developing policies addressing financial products, financial counseling, fraud and financial literacy affecting an older American population.
Specialized Experience for the CN-53 level: To qualify at the CN-53 level, you must have one year of specialized experience at or equivalent to the CN-52 level in the Federal service. (For qualification purposes, the CN-52 level is broadly equivalent to the GS-12 level.) For this position, specialized experience is defined as: Experience conducting and interpreting research on trends and issues affecting financial decision-making of older people; developing policies addressing financial products, financial counseling, fraud and financial literacy; developing and implementing communications targeting the financial decision making of an older population; and preparing recommendations and written reports supporting recommendations to senior staff of organization and/or policymakers.
The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

We use a multi-step process to evaluate and refer applicants:
1. Minimum Requirements: Your application must show that you meet all requirements, including the education and/or experience required for this position. You may be found "not qualified" if you do not possess the minimum competencies required for the position. If your application is incomplete, we may rate you as ineligible.
2. Rating: Your application will be evaluated against your responses to the occupational questionnaire. Applicants receiving a score of 75 or above will be evaluated by a Panel of Subject Matter Experts (SME) based on the following competencies:
Financial Product Knowledge-Applied knowledge of the various financial products and services that impact older people, considering the particular financial needs and conditions affecting that population.
Older Americans Financial Literacy-Applied knowledge of the assessment, methods and means of supporting/improving the financial literacy of older people, including the particular requirements, approaches and tools that best address that population.
Data and analysis skills-Experience interpreting research and analyzing quantitative financial and consumer behavior data to understand the effect of consumer protection financial regulation, policy and practice on older people.
Category rating procedures will be used to rank and refer eligibles. Your score will determine in which of the three categories you will be placed: Categories A, B, or C. Under this process, veterans will be assigned to the appropriate category (without additional preference points) and then placed at the top of their category.
Qualified veterans with a service-connected disability of 10% or more will be placed at the top of the highest quality category.
