JOB SUMMARY:

You will lead the Civil Works or Planning Branch and Program and Project Managers and other outreach staff in the development and execution of outreach efforts associated with the Corps of Engineers’ Missouri River basin programs and projects providing outreach and critical communications to a diverse audience of stakeholders including elected officials, government agencies, citizen groups, property owners and media representatives on a number of high-profile, politically sensitive, and sometimes controversial projects. Develop and implement communication plans. Plan stakeholder meetings as appropriate and leads preparation of information materials. You will prepare outreach deliverables in support of the Kansas City and Omaha Districts’ Civil works outreach initiatives. Perform quality checks, technical writing/editing and proofreading on a wide range of in-house and contractor deliverables. Deliverables include correspondence, fact sheets, brochures, briefings, slide presentations, news articles/releases, maps, graphs, charts, and other materials for use in outreach events. Use knowledge of the Corps’ life-cycle project management processes and Missouri River basin programs to conceive and prepare draft and final outreach deliverables with minimal guidance from Project Managers. Provide leadership to other outreach specialists in other districts (especially Kansas City/Omaha), communications contractors, and the district Public Affairs Office to develop and coordinate communications information on district projects.

Specialized experience: To Qualify applicants must possess one year specialized experience equivalent to the next lower grade/level (GS-11). Specialized experience is defined as: experience in a) utilizing stakeholder outreach, public relations, and public involvement principles, concepts, methods, and techniques to apply new developments and theories to major concerns and issues and b) utilizing a broad range of water resource planning and environmental laws and legal principles and processes, agency regulations, policies, and techniques sufficient to ensure that work is in compliance with applicable standards and requirements.

 

You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas: 

  • Outreach Specialist Skills
  • Oral Communication Skills
  • Written Communication Skills

 

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must meet the Time in Grade Restriction.

 

Time in Grade Restriction: Must have 52 weeks of Federal service at the next lower grade (or equivalent).
