The SBA is seeking a dynamic, high energy, and exceptional business leader to serve as the Director of Financial Assistance for the Office of Financial Assistance. The mission of the Office is to expand small businesses' prudent access to capital by constantly improving existing products and developing new ones to better meet the financing needs of small businesses. We will do this by providing exemplary customer service and practices that empower our internal and external partners to improve the effectiveness and impact of the SBA's products and services. The incumbent serves as the focal point for implementing the Agency's small business agenda relative to high growth firms and the initiatives necessary to achieve that growth.

Develops and recommends policies concerning all business loan programs, including the related activities of servicing, liquidation and disposal including the servicing and liquidation activities of the Agency's Disaster loan program.


Develop plans, procedures and standards to effectively operate, strengthen and improve the Agency ‘s financial programs designed to meet the existing and potential needs of the small business community. 


Plans, directs and administers business Loan Programs of the Agency including the certified and Preferred Lender programs and other lender related functions. Plans, directs and administers the regulated non-bank and Small Business Lending Company (SBLC) programs, including approving and providing necessary regulatory oversight.


Plans, directs, coordinates and evaluates the SBA programs involving certified development company loans. This program is carried out on a nationwide basis through Certified Development Companies licensed by SBA.


Meets with Members of Congress and their staff to explain, promote or justify loan programs, policies and/or procedures. At the request of Members of Congress, meets with groups of constituents, trade associates or banking groups. Explain SBA legislative or policy proposals to Congressional staff members.


Develops and implements technical training programs in the area finance for SBA employees and participating lenders to assure quality lending. Represents the Agency as the primary contact with Trade Associations in the lending industry.

To meet the minimum qualifications for this position, applicants must possess experience at a senior level which demonstrates ability to perform the duties described above; including progressively responsible supervisory or managerial experience demonstrating ability to manage people and resources. Eligibility for this position will be based upon a clear showing that the applicant has experience of the scope and quality sufficient to effectively carry out assignments of the position. Your application must emphasize your level of responsibilities, the scope and complexity of programs managed, program accomplishments and policy initiatives undertaken. Applicants currently serving under a career Senior Executive Service (SES) appointment, eligible for reinstatement into the SES, or have successfully completed a Candidate Development Program (CDP) approved by OPM are not required to address the ECQ's, but must address all MTQ's. Mandatory Technical Qualifications (MTQ's). Applicants must respond to the MTQs which represent the experience needed to perform the duties and responsibilities of the position. You will be given the opportunity to address these MTQs later in the online application process.


1. Demonstrated successful public or private sector experience in various facets of project development and implementation including assessing needs, planning, developing, obtaining internal and external buy-in, implementing, managing and administering multi-faceted programs with broad scope and impact.     


2. Mastery knowledge of and demonstrated experience in administering or participating in federal or private sector commercial lending programs, including the full range of program activities such as loan approval, disbursement, servicing, and liquidation.     


3. Expert knowledge of and experience interpreting and applying loan portfolio performance and loan program policies and procedures; and demonstrated success overseeing a commercial loan portfolio management operations, including developing and utilizing analytical frameworks for analysis.

Applicants will be evaluated on their narrative responses to the Executive Core Qualifications (ECQ) and all Mandatory Technical Qualification (MTQ's).
