This position is located in the National Information Technology Center (NITC), Office of the Chief Information Officer (OCIO), USDA, and is located in Kansas City, MO. The mission of NITC is to provide secure, reliable, and cost effective Enterprise Information Technology solutions and services to support the missions of agencies and offices both internal and external of USDA.  The primary purpose is to serve as Architect for NITC and USDA Enterprise Data Centers (EDCs) for OCIO, providing Information Technology (IT) architecture policy, standards, planning, and oversight for the NITC-owned and operated EDC technical environment(s).

 

This announcement is under Direct-Hire Authority to recruit for positions for which is a critical hiring need. Selectee(s) will receive a career or career-conditional appointment in the competitive service and maybe required to serve a one year probationary period.

  • Plans and coordinates major agency IT enterprise-wide information systems (INFOSEC) security development efforts, such as coordinating the development of an agency's strategic enterprise INFOSEC policies, or managing important enterprise INFOSEC program and system initiatives. Plans, and manages enterprise INFOSEC initiatives, providing strategic direction to multiple enterprise applications, such as generating short and long term enterprise solutions, and providing impact analysis statements for key enterprise architectural decisions.
  • Provides expert analysis and advice and develops solutions to solve issues and problems associated with agency-wide IT programs. Applies many advanced statistical data and market trends from which to interpret meaning and evaluate findings. Reconciles conflicts between basic policies and program goals. Provides expert advice and recommendations to top management.

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including the following specialized experience and/or education, as identified by grade level.

For the GS-13 level:  Applicants must have one year of specialized experience (equivalent to the GS-12 level) that demonstrates: the use of Juniper Firewall, Access Control Lists, Intrusion Prevention and Intrusion Detection.  

For the GS-14 level:  Applicants must have one year of specialized experience (equivalent to the GS-13 level) that demonstrates:  the use of Juniper Firewall, Access Control Lists, Intrusion Prevention and Intrusion Detection.

HOW YOU WILL BE EVALUATED:

Applications will be evaluated in accordance with Office of Personnel Management’s (OPM) Delegated Examining Procedures using category rating.  Qualified applicants will be placed in one of three categories: Best Qualified, Well Qualified, or Qualified. Within these categories, applicants eligible for veteran's preference will receive selection priority over non-veterans.  Category placement will be determined based on applicants’ quality of experience and the extent they possess the following knowledge, skills, and abilities (or competencies):  

  • Knowledge of state-of-the-art information systems security technologies and IT best practices in applying these technologies to an enterprise business applications environment.
  • Skill in the research and analysis of IT Infrastructure security capabilities and services and the development of solutions for integration and interoperability issues.
  • Skill in applying enterprise architecture principles to the design and development of complex, large scale security systems.
  • Ability to develop new methods, approaches, and procedures, and interpret guidelines, and standards related to life cycle development and the build-out of complex systems.
  • Skill in the development of long-range plans for network security systems and capabilities to mitigate security risks within the infrastructure.

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
