The Department of Defense Domestic Dependent Elementary and Secondary Schools (DDESS) is currently accepting applications under examining authority of 10 U.S.C., Section 2164 for an Information Technology (Information Security) Specialist at Peachtree City, Georgia.  This vacancy announcement will be used for the purpose of filling this permanent, full-time position.  The Department of Defense Education Activity (DoDEA) is a major Department of Defense Field Activity.  It is composed of the Department of Defense Dependents Schools (DoDDS), and the Department of Defense Domestic Dependent Elementary and Secondary Schools (DDESS). The DoDEA mission is to provide a program of high quality of education for eligible dependents of military and civilian personnel of the United States Government stationed throughout the world. 



This is an Excepted Service position.

The employee in this position troubleshoots security issues for all aspects of information technology (hardware, software, networks, and telecommunications).  Conducts in-depth security analyses of existing systems and system components for new and/or enhanced security programs.  Develops detailed integrated security strategies, specifies milestones, appropriate data formats, systems interface plans, detailed system layouts and test plans.  Studies new equipment and software performance data to develop and/or modify test plans, conduct tests and analyze test results to develop or design equipment to meet security requirements.  Maintains or restores operations, while safeguarding evidence for possible use in criminal or administrative actions.  Performs traffic analysis criteria for varied regional networks and/or interagency system that are frequently expanding or being modified in order to mitigate risks; e.g., installing security patches, (Information Assurance Vulnerability Alert implementation, tracking and reporting), managing security systems or other utilities.  Functions as technical specialist for risk management, security, and contingency planning for local area network (LAN) infrastructure, servers and workstation in assigned areas.  Conducts risk and vulnerability assessments to identify vulnerabilities, risks, and protection needs.  Works with senior specialists to provide advice and mitigation assistance in connection with one or more specific technologies associated with computer and network security operations, such as: UNIX security features, Microsoft Window security features, router and firewall features, intrusion detection systems, and World Wide Web security and filtering to protect information assets.  Plans and conducts security accreditation reviews and makes recommendations on security measures and countermeasures.  Provides training, consultation, and technical support services to field support staff on IT matters related to Information Assurance.

One year of specialized experience at the next lower grade level, AD/GS-11 (or equivalent level) is required.  Specialized experience is defined as working in a position that required the applicant to have knowledge of and skill in applying analytical and evaluative methods and techniques to independently perform substantive professional or analytical work assignments.  Knowledge and proficient skills in applying applicable laws, rules, and guidance in creating DoD Information Assurance Certification and Accreditation (C&A) Process (DIACAP) packages for both classified and unclassified systems and applications.  Skill in successfully implementing and managing e-mail and internet filtering devices, and operating software patch management systems composed of system configurations, software, networks and tools for a large enterprise.  Knowledge of a wide range of voice and data communications to include Voice Over Internet Protocol (VOIP), wireless technologies, and control measures such as Access Control Lists (ACLs), firewall rule sets, and Virtual Private Networks (VPNs).

Education is not substitutable for experience at the AD-GS-12 or equivalent level.

Must meet OPM minimum qualification standards to be considered for this position.

(2)  Position is designated with the Department of Defense 8570.1M, Information assurance Workforce Improvement Program as Level 3.  To be considered for this position the candidate must meet the level 3 certification requirements and must maintain the certification throughout the lifecycle of the position. 

(3)  Position may be subject to 24x7 rotational assignment in the future and associated pay differentials in accordance with shift work.
