JOB SUMMARY:

The Defense Technical Information Center (DTIC) is the central facility for the acquisition, storage, retrieval, and dissemination of scientific and technical information (STI) supporting the Research and Engineering (R&E) needs of the Department of Defense (DoD).

DTIC provides leading edge information services and products to the DoD community and is a recognized leader in information and knowledge management innovations.

Act as point of contact and program manager for DTIC's Professional Development, Awards and Appraisal programs and management of DTIC Portal HR content.  Plan and manage the implementation of Professional Development and Awards and Appraisal programs.

Conduct analysis of performance management or training issues in support of the DTIC.  Develop new strategies for researching the future professional development needs of DTIC's workforce. Provide recommendations, in light of personnel changes, to ensure efficiency and productivity. Responsible for monitoring and resolving problems relating to assigned program areas; recommending courses of action to preclude reoccurrence.

TIME-IN-GRADE REQUIREMENTS: For entry at the GS-11 level, status applicants must have served 52 weeks as a GS-09 or higher grade in the Federal Service. For entry at the GS-12 level, status applicants must have served 52 weeks as a GS-11 or higher grade in the Federal Service.

 

SPECIALIZED EXPERIENCE REQUIREMENTS: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade or pay band level within the federal service, which demonstrates the ability to perform the duties of the position, is required. 

Specialized experience at the GS-11 is defined as experience which provided the applicant with knowledge of assisting researching, interpreting and analyzing data related to personnel management, resource management, or training and incentive programs.   

Specialized experience at the GS-12 is defined as experience developing new strategies for researching future personnel needs by applying management analysis practices, methods, theories, and applications to new and unusual requirements due to changing technologies. 

 

In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position.  Candidates must clearly demonstrate the possession of knowledge, skills and abilities, or competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position.  Applicants must describe how their experience meets the competencies within the body of the resume.  No separate statements addressing KSA's or competencies are required.

Competencies:

Skill in leadership, management, team-building, and collaboration.

Knowledge and application of established DoD Management principles, policies, practices and procedures pertaining to resource management, training and professional development, employee performance and incentive programs.

Ability to assess organizational resource management, training and professional development, employee performance and incentive programs, through the development of strategies for future needs. 

Skill to provide guidance, share conclusions, and make recommendations based on analysis.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE AT GS-11 LEVEL:  Three full years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree.

 

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: One (1) year of graduate education may be substituted to meet the specialized experience requirement when education is directly related to the position being filled.  Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.   To be creditable, education must have been obtained in an accredited college or university. Official transcripts will be requested at a later date.

Failure to provide transcripts, or a determination that you do not possess the education requirement, will result in objection to your qualifications, and removal from consideration in accordance with competitive examining procedures.

 

There is no substitution of education for specialized experience at the GS-12 grade level.
