The Ex-Im Bank is the official export credit agency of the United States.  Ex-Im Bank's mission is to help to maintain and create U.S. jobs by supporting the financing of exports of U.S. goods and services to international markets.  Ex-Im Bank enables U.S. companies, large and small, to turn export opportunities into real sales.

This position is located in the Special Events and External Affairs branch in the Export-Import Bank’s Office of Communications. The Office is responsible for administering Ex-Im Bank's Communications Programs, including the planning of the Bank’s Annual Conference and, in coordination with other Bank divisions, all special events and outreach efforts to external customers, such as exporters, lenders, brokers, foreign buyers, interest groups, and where appropriate, federal/state/local government agencies.

Under the supervision of the Team Leader, the incumbent serves as liaison with trade associations, bankers, exporters and other external Bank constituents to help build the external outreach efforts on behalf of the Export-Import Bank of the United States. The duties and responsibilities of the External Affairs Liaison include, but are not limited to the following:

1. Assist with all related arrangements associated with the conference and special events including billing, transportation, official photos, VIP escorts, official social functions, and refreshments.

2. The incumbent is familiar with State Department protocol procedures and acts as the point of contact for official visits and special functions both domestically and internationally. Arrange for proper flags, ceremonial display items, as needed. Manage the arrival of distinguished visitors to include coordination with the Bank’s Security Division. On occasions, coordinate transportation, lodging, and meals and prepare budget estimates.

3. Serves as a point of contact with external agencies on matters pertaining to the Chairman’s and Board Member’s participation in signing ceremonies, business meetings, and special events.

4. Advises and assists the Chairman and members of the Board of Directors with protocol functions and ceremonial requests, as required. Develops individualized briefing materials for senior management based on country and local customs/traditions.

5. Interpret pertinent regulations concerning the acceptance and administration of appropriate gifts and assures compliance with rules of the Bank’s Representation Funds to support gifts, dinners, and the transportation of distinguished visitors, as required.

6. The incumbent executes all aspects of external affairs and outreach issues and provides notes and reports to the team leader and the Vice President of VP External Affairs and Outreach to develop responses to inquiries or to produce written and visual public information materials.

To qualify for this position, you must demonstrate that you have specialized experience required.


Applicants must have one year of specialized experience in private industry, public service, non-profit or volunteer work that has provided the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position.


You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-[09] level in the Federal Government.

Specialized experience must include: 1) Experience applying knowledge of foreign and domestic protocol procedures in order to exchange positive results with dignitaries, customers, event guests, etc. 2) Scheduling, designing, planning, and making arrangement for events to include conferences. 3) Establishing and maintaining a long-range calendar of events and coordinating with internal and external contacts. 4) Providing detailed analysis and reporting conclusions from meetings, briefings and special events to team leaders and senior management.


You must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in Communication, Public Affairs, or a closely related field from an accredited college or university.
