OVERVIEW

This position is located in the NAVSUP Fleet Logistics Center – Norfolk (FLCN), SMD, NDW , Postal Division. This division is the Navy postal consolidated facility for the National Capitol Region (NCR) serving over 197 Navy, Department of Defense (DOD) and Federal activities. It processes, distributes, delivers and dispatches all official mail generated by commands, detachments and/or offices within the NCR.  The incumbent of this position will serve as Postal Clerk within the National Captial Region.  The work involved requires vast segments  of postal operation duties and procedures.  The incumbent will be assigned on a rotational basis among workstations on an assigned shift from principle postal facilities through the Naval District Washington installations located throughtout the National Capital Region.

KEY REQUIREMENTS

·         Receive, sort, collect, process and distribute all incoming and outgoing U.S. Mail, Inter-Agency Mail and other messenger mail.

·         Operate automated mail processing equipment, electronic postage metering systems, electronic decision-making scales, electronic mail management accounting systems and other postal systems and equipment.

·         Provide special consolidated and contracted mail services of Federal Express and United Parcel Service.

·         Maintain mail logs with validating signatures for all stops, locations and activities.

·         Operate Postal Service vehicles and Postal Service Center deliver mail.

SELECTIVE PLACEMENT FACTOR: This position has a selective placement factor needed in order to qualify. The actual Selective Placement Factor is a valid driver’s license.   Failure to possess this factor WILL result in an ineligible rating.

SPECIALIZED EXPERIENCE:

In order to qualify for the GS-05 level, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-04 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to perform successfully the duties of the position. Specialized experience must demonstrate the following:

 

·         Process and handle mail by applying general policies and regulations of the agency.

·         Deliver correspondence and mail.

·         Process mail by operating automated machinery.

·         Research and Identify undeliverable mail discrepanices.

·         Complete and maintain logs and reports.

 

In order to qualify for the GS-06 level, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to perform successfully the duties of the position. Specialized experience must demonstrate the following:

 

·         Process and handle mail by applying general policies and regulations of the agency.

·         Independently handle technical support and guidance of a managerial nature concerning the solution of mail problems.

·         Assure appropriate and correct mail handling procedures are utilized.

·         Deliver correspondence and mail.

·         Process mail by operating a variety of mechanical, automated and computerized equipment.

·         Provide advice on researching and identifying undeliverable mail discrepancies.

·         Completing and maintaining mail logs and reports.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE FOR GS-05 ONLY: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:  4 years above high school.  This education must be obtained in an accredited business, secretarial or technical school, junior college, college or university for which high school graduation or the equivalent is the normal prerequisite.

 

COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be combined to meet the total qualification requirements.

REQUIREMENTS: 

Selectee is required to participate in the Department of Defense direct deposit of pay program.
