Position Summary: The primary purpose of this position is to provide legal and technical support to acquisition fraud attorneys in the Fraud Remedies Program.  The organizational location of this position is the Directorate of Ethics & Fraud Remedies, Air Force Materiel Command Law Office, Wright-Patterson AFB, OH.

•Provides independent professional legal assistance to Acquisition Fraud Attorneys.

•Provides written and oral legal reviews on highly complex questions of law and fact pertaining to criminal and civil acquisition fraud cases, proposed suspension and debarment actions, and proposed settlements of these actions.

•Provide legal assistance to contracting personnel, investigators, and attorneys.

•Participates in and prepares formal and informal training conducted for attorneys, paralegals, investigators, contracting personnel and others.

•Adheres to appropriate security directives and safeguards classified and sensitive information.

 SPECIALIZED EXPERIENCE:  At least one (1) year of specialized experience at the next lower grade (GS-11) or equivalent.  Specialized experience must include experience in legal assistance on all matters pertaining to acquisition-related fraud, ethics, and suspensions and debarment.  To include written and oral legal reviews pertaining to criminal and civil acquisition fraud cases, proposed suspension and debarment actions, and proposed settlements of these actions.



KNOWLEDGE, SKILLS AND ABILITIES (KSAs):  Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 

  • Significant paralegal experience with and knowledge of federal acquisition law including but not limited to statutes, the Federal Acquisition Regulation and supplements thereto, DoD Directives, Air Force Policy Directives and Instructions, and Federal and Armed Services Board of Contract Appeals case law to perform extensive and thorough legal research applicable to assigned cases.
  • Substantial and specific knowledge of and education and work experience in Government contract law.  Lengthy work experience in Government contract law is mandatory.
  • Demonstrated skill in researching legal issues raised by requests for formal opinions, the analyses of complex factual situations in light of the results of such legal research and general legal principles, and the preparation of written legal reviews and fraud remedies plans based upon such research and anlaysis.
  • Proven skill in effectively communicating, both orally and in writing.
  • Proven skill in using negotiation techniques to protect the Government's position in major acquisition fraud actions.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.  You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.


  • Incumbent is required to file an OGE Form 450 (Confidential Financial Disclosure Report) upon appointment and will be required to file annually.
  • This may be a Testing Designated Position. The incumbent may be subject to pre-employment drug testing as a condition of employment and participation in random drug testing.
