The Director of Pharmacy Service plans, directs and coordinates comprehensive pharmacy services. Exercises full responsibility for the supervision of pharmacy staff, clinical specialists, pharmacists, pharmacy residents, technicians, administrative support staff, volunteers and undergraduate students. Serves as a representative of the medical center pharmacy program through membership on various internal and external standing and ad hoc committees. The VA Roseburg Healthcare System is a medical center with one inpatient and outpatient pharmacy operation.  Provides direct supervision of Residency Director.  Perform and/or delegates the entire range of personnel functions for the pharmacy service.  Interviews employee candidates and makes selections for vacancies.  Ensures that all appointments fulfill Human Resources regulations and meets professional standards. Recommends appointments, advancements, promotions or disciplinary actions to the Pharmacist Professional Standards Board. Assures compliance with accreditation standards, federal laws and VHA requirements governing control, security and distribution of all drugs prescribed for patient use.  Oversees the preparation and justification of personnel, equipment and pharmaceutical budget and space requests consistent with patient and program priorities.  Assures cost-effective systems for the timely procurement and maintenance of required pharmaceuticals and supplies.  Communicates effectively with fiscal service to assure adequacy of inventory.  Prepares, maintains and distributes accurate reports of drug expenditures and utilization within agreed upon time frames.  Establishes program goals and develops the operational plans, performance indicators and policies to achieve them.  Establishes, revises, and monitors adherence to the policies and procedures necessary to provide the safe and effective delivery of pharmaceutical services.  Maintains a system of quality control for each section of the services, coordinated with the medical center’s risk management program.   Provides oversight for educational programs of nursing personnel in the areas of administration of drugs, mathematical calculations, drug usage, drug storage and medical policies and procedures.  Provides for training and ongoing education of pharmacy personnel to assure maintenance of staff competencies in the areas of drug therapy, use and maintenance of equipment and contemporary drug distribution systems.  Assures that all license requirements of staff are met.  Monitors review of drug usage within the facility. Reports on usage and adverse effects to administration and assures that appropriate action is taken.

Establishes and promotes an atmosphere of cooperation and integration of clinical/administrative roles, a high level of productivity, customer and staff satisfaction and effective collaborative relationships within the service and across other services, product lines and medical centers within VISN 20.  Utilizes effective conflict resolution strategies.  Hears grievances and/or customer complaints and concerns, implementing appropriate action toward a timely solution.  Provides oversight and guidance to an ASHP accredited residency program.

  • U.S. citizenship.  
  • Four-year bachelor's degree in pharmacy recognized by the American Council on Pharmaceutical Education.

SPECIALIZED EXPERIENCE FOR GS-14 LEVEL:   Successful completion of a 6-year course of study leading to a Doctor of Pharmacy (Pharm.D.) degree and One year of professional pharmacy experience equivalent to at least the next lower grade level.


***This is targeted to be a GS-14 pay grade, however pay grade will be determined by a Professional Standards Board, based on the experience, education and qualifications of the candidate selected.***
