This position is located in the Change Management Branch, Operational Support Division, Customer Service Office, Deputy CIO for Operations, Bureau of Information Resource Management in the U.S. Department of State. The mission of the Change Management Branch is to manage a change management process in an IT environment to ensure that customers affected by a given change are aware of and understand the impact of the impending change.

KEY REQUIREMENTS

  • U.S. Citizenship is required.
  • Incumbent will be subject to random drug testing.
  • Must be able to obtain and maintain a Top Secret security clearance.
  • One year probationary period, unless excepted by regulation.
  • Relocation expenses will NOT be paid.

--Identify, develop, and manage the change management process to ensure Standard Operation Procedures (SOPs) are used to implement change requests effectively to all customers involved and all interrelated systems affected.

--Evaluate Requests for Change (RFCs) for cost effectiveness, immediacy of the need, level of risk to the infrastructure and overall value of changes requested to advise the Change Management Branch Chief on program planning; and assess quality of plans, tactics, results and overall value and effectiveness of system enhancements and improvements as necessary.

--Serve as a member of the Change Control Board to evaluate RFCs for potential issues and/or challenges associated with releases, deployments or technical changes to support the effectiveness of the Operational Support Division.

--Execute the resolution of complex change requests, including drafting user requirements and designing workflow; and analyze and monitor all changes requested from end-to-end to formulate recommendations for improvements that will maximize the efficiency and effectiveness of IT services provided to customer organizations.

Applicants applying for the GS-13 grade level must meet the following requirements:Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:

  1. Attention to Detail - Developed and interpreted IT policies, procedures, and strategies governing change management in the IT environment.
  2. Customer Service - Drafted customer requirements, developed specifications for new and modified IT systems, planned, and coordinated the design, development, testing, installation, and support of new and modified systems.
  3. Oral Communication - Communicated information to the group, location, Office or Bureau going through the change at every step of the process.
  4. Problem Solving - Solved problems, settled disputes, and influenced others to use the technical methods and procedures required for system compatibility.

AND

Have at least 1 full year of specialized experience equivalent to the GS-12 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

--Experience working on tracking IT change execution, automating change impact analysis, and ensuring repeatable processes are implemented and followed;

--Experience with IT infrastructure and change management methodologies in executing change management processes in the IT environment to ensure that customers affected by a given change are aware of and understand the impact of the impending change;

--Experience with utilizing the ITIL process pertaining to network infrastructure change management and related IT support;

--Experience in completing and resolving complex and technical change management functions and issues.

NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

There is no substitute of education for specialized experience for the GS-13 position.

HOW YOU WILL BE EVALUATED:

Highly-qualified Category - In addition to meeting minimum qualifications for the position, candidates must fully demonstrate proficiency in all major aspects of the position.  

Well Qualified Category - In addition to meeting minimum qualifications, candidates must demonstrate proficiency in some but not all of the major aspects of the position.

Qualified Category - In addition to meeting minimum qualifications, applicants must demonstrate a basic level of knowledge, skill and ability of the position.

Your qualifications will be evaluated on the following knowledge, skills, abilities (KSAs) and other characteristics that are relevant to the duties of this position and must be fully supported by information in your resume:

1)  Knowledge of information technology specialty areas (e.g., application systems design, database management, computer equipment, software, systems).
