JOB SUMMARY:

The National Transportation Safety Board (NTSB) is an independent U.S. Federal agency that investigates every civil aviation accident in the United States and significant accidents in the other modes of transportation, conducts special investigations and safety studies, and issues safety recommendations to prevent future accidents. Safety Board investigators are on call 24 hours a day, 365 days a year.

NTSB Headquarters is conveniently located above the L'Enfant Plaza Metro stop (green, yellow, orange, and blue lines) at 490 L'Enfant Plaza, SW, Washington, DC.

This position is located in the Office of the Chief Information Officer, Systems Support Division, NTSB, and will serve as a senior level Information Technology Specialist and project manager responsible for design and development of programs and systems critical to effective IT operations throughout NTSB.

DUTIES:

·Develops, implements, and maintains all aspects of an enterprise-wide SharePoint environment, including the installation, administration, custom code development and support in the analysis and transition of business processes to functional requirements.

· Develops, implements, and maintains both stand-alone and web-based applications using the full complement of Microsoft development tools and related technologies. Included are Visual Studio.Net (ASP.Net, VB.Net, etc.), MSSQL Server, and various scripting languages.

· Performs various software administration and support functions including disaster recovery and COOP planning.· Evaluates the potential of new technologies for improvement of systems response to NTSB requirements. Participates in software and hardware evaluation and assessment aimed at optimal performance and interoperability between existing and proposed applications.

· Supports and trains users in developed applications through documentation and hands-on sessions.

· Coordinates with the technical staff in resolving helpdesk activities to monitor and respond to user problems.

GS-13 level Specialized Experience: One year of specialized experience at the GS-12 level or equivalent. Specialized experience is defined as having advanced experience in all of the following disciplines: developing applications using Microsoft’s VB and C# .NET programming languages; implementing, administering, and developing custom solutions for an enterprise-wide MS SharePoint 2010 platform; designing web pages using the latest markup and scripting languages; developing queries, views and stored procedures against MSSQL databases; and demonstrated experience following a System Development Life Cycle (SDLC) methodology.

 

GS-14 level Specialized Experience: One year of specialized experience at the GS-13 level or equivalent. Specialized experience is defined as having advanced experience in all of the following disciplines: developing applications using Microsoft’s VB and C# .NET programming languages; implementing, administering, and developing custom solutions for an enterprise-wide MS SharePoint 2010 platform; designing web pages using the latest markup and scripting languages; developing queries, views and stored procedures against MSSQL databases; demonstrated experience following a System Development Life Cycle (SDLC) methodology; gathering business requirements from customers and translating them into technical solutions; and being a technical/team lead and exercising program management skills in an application development environment.

 

Additional Qualifications for both grades:

-Advanced experience in developing custom solutions in SharePoint 2010 using Microsoft Visual Studio for an enterprise-wide (less than 500 users) SharePoint environment.

-Experience in hands-on software development, coding, and system configuration using Microsoft’s Visual Studio 2010 Development Environment.

-Experience in hands-on software development, coding, and system configuration using Microsoft’s SQL Server 2008 Management Studio

 

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must meet the Time in Grade Restriction.

Time in Grade Restriction: Must have 52 weeks of Federal service at the next lower grade level (or equivalent).


There is no education substitution at these levels.
