JOB SUMMARY:

The Senior Budget Analyst position is located in the Office of Budget, Office of the Chief Financial Officer (CFO), Department of the Chief Operating Officer (COO), Corporation for National and Community Service (CNCS), Washington, DC.

ABOUT US:

The Corporation for National and Community Service was established as a Federal agency in 1993 to engage Americans of all ages and backgrounds in community-based service. Together, its Senior Corps and AmeriCorps programs promote the ethic of service and help solve critical community problems in every state, many Indian tribes, and most U. S. territories. As a result, hundreds of thousands of Americans are joining forces to address community needs in education, homeland security, housing, health care, environmental protection, and disaster relief.

Interchange Agreement:

The Corporation for National and Community Service (Corporation) has an approved (by the Office of Personnel Management) civil service interchange agreement. The Corporation is an excepted service agency. Under the terms of the Interchange Agreement, permanent Corporation employees may be considered for appointment to positions in the competitive service in the same manner that employees of the competitive service are considered for transfer to such positions.

The Senior Budget Analyst will perform the following duties:

 

·     Responsible for budget formulation, budget execution and performance management. Provides advice and assistance to senior officials, on budget, performance and financial management issues. 

 

·     Provides guidance on policies, procedures and systems involved in budgeting and financial management.  Develops and recommends budget policies; produces budget formulation, justification and execution materials for submission to OMB and Congress.  Leads coordination efforts with key agency personnel at all levels.  Performs reviews and analyses throughout the agency to assess and evaluate compliance with budget and financial management policies and procedures.  Serves as accurate source of information on budget and financial management matters for the Chief Financial Officer, other senior agency officials, OMB and the Congress. 

 

·     Directs and coordinates the development of annual and multi-year estimates for national service programs.  Analyzes the budgetary implications of new or revised, proposed and/or enacted legislation and regulations, and changes in agency, OMB and/or Congressional policies/procedures; provides accurate advice on all phases of budgeting to various levels of managers and staff members.

 

·    Develops the OMB Budget Submission, Congressional Budget Justification, Annual Performance Plan and other financial reports for various agency programs.  Provides direction and guidance to program staff in the development, review and justification of the agency’s budget and supporting materials.

 

·     Assists programs, departments and offices in the development of operating budgets. Directs the development of budgetary reports, reviews payroll and program operational obligation trends, discusses trends with appropriate program staff across the agency and makes recommendations as to the programs’ financial approach and status.  Provides analyses regarding the impact on programs in the event of rescissions, sequestrations, and continuing resolutions. Ensures programs and offices compliance with the agency’s Administrative Control of Funds policy and all federal laws and regulations.Reviews monthly reconciliations of payroll, accounting and budget data.

 

·    Extensive knowledge on the preparation of SF-132 Apportionment and Reapportionment Schedules. Submits approved SF-132s to the Office of Management and Budget and responds to their questions concerning the documents.

Applicants must have one year of specialized experience (paid, unpaid, or volunteer work) comparable in scope and responsibility to at least the upper level of the NY-03 pay band, which would be at or equivalent to, the GS-13 level in the Federal Service. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Qualifying specialized experience may include planning, analyzing, preparing, executing and reviewing annual and multi-year budgets; reviewing budget formulation and execution processes and procedures; and developing new budget and performance procedures.

 

Such experience must be clearly documented in the applicant's resume.
