JOB SUMMARY:

This position located in the Department of Health and Human Services (HHS), National Institutes of Health (NIH), Clinical Center (CC), Department of Clinical Research Informatics (DCRI).

 

DCRI is currently seeking an IT Specialist (Data Mgt/AppSw).  The ideal candidate will possess the following: Experience writing HL7-based Interfaces; developing Standard Operating Procedures; Experience developing ODBC Database interfaces; Experience with QDX (Cloverleaf) Interface Engine, SCM Elink tools and HL7, TCL, Unix/Perl, SQL using ODBC Driver; Understanding of Medical Informatics and Medical Terminologies; Knowledgeable of Version Management and the Configuration Management process.

The major duties of this position include but are not limited to the following:

  • Identify and define business or technical requirements applied to the design, development, testing, and management of interfaces between various systems and applications.
  • Ensure the integration of all systems components, e.g., procedures, databases, policies, software and hardware.
  • Build new data interfaces between core applications and clinical systems.
  • Monitor, troubleshoot and resolve interfaces errors.
  • Secure data and validate data sources.
  • Test and optimize the functionality of interfaces between systems and applications.

To Qualify for the GS-12:  Experience must be IT related demonstrated by paid or unpaid experience obtained in either the private or public sector, and/or completion of specific, intensive training that demonstrates that you possess each of the following four competencies: 

1. Attention to Detail – is thorough when performing work and conscientious about attending to detail.

2. Customer Service – Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

3. Oral Communication – Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

4. Problem Solving – identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

You must demonstrate in your resume at least (1) year of specialized experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector typically gained in the IT field or through performing IT related tasks such as: Integrating and maintaining system interface solutions that support the business intelligence and data needs of the organization; researching , evaluating and providing feedback on problematic trends related to IT system integration; provide advice and guidance related to IT system interfaces;  diagnosing and resolving issues related to new/modified system interfaces.

This position may be designated as emergency essential.   You may need to be available for emergency tasks on nights and weekends.   You are required to be available; ready, willing, and able to report for duty under all circumstances, e.g., inclement weather, government closings and holidays, lapse in appropriations, non-emergency and emergency situations for operation 24 hours a day and 365 days per year coverage .
