NATIONAL GUARD MEMBERSHIP IS REQUIRED This is an excepted position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment.

 

This position is located in a State Human Resources Office that has responsibility for servicing both Army and Air National Guard full-time personnel.   The purpose of the position is to serve as the state Human Resources Specialist for recruitment, placement, compensation, and human resource development. 

 

DUTY LOCATION:  JFHQ-VA-J1, Sandston, VA 23150

 

EMPLOYMENT STATUS:  Excepted Service Male/Female Enlisted Personnel (SSG/E6 - MSG/E8)

 

WHO CAN APPLY:

MILITARY CRITERIA:  Applicant must be qualified and eligible for award of an MOS as follows:   42A

 

MILITARY ASSIGNMENT:   Applicant selected for this military technician position must occupy a military assignment in the Virginia Army National Guard that ensures proper grade, unit, and MOS prior to placement.

DUTIES AND RESPONSIBILITIES:   Serves as an advisor to all levels of management and employees on the full range of staffing options, pay policies, and training needs. Explains merit principles and the various staffing methods, with emphasis on special interest programs such as Uniformed Services Employment and Reemployment Rights Act, employment of the physically handicapped, etc.   Seeks candidates from a variety of sources, conducts interviews and evaluates qualifications and eligibility for positions being filled.  Analyzes and evaluates the state's current technician staffing situation including turnover, vacancies, and current recruiting strategies to identify and forecast staffing problems. Develops knowledge, skills, and abilities (KSAs) and crediting plans.   Responsible for the development and implementation of plans to accomplish a statewide technician placement and recruitment program. Provides guidance to supervisors, managers, and military commanders on military technician compatibility issues and delegated personnel authorities (e.g. pay flexibilities).   Applies the State's reduction-in-force (RIF) policies and procedures.   Manages technician permanent change of station moves by initiating transportation agreements, completing travel orders authorizing various entitlements, and obtaining necessary funds from NGB or state Comptroller as appropriate. Interacts directly with HRO staff on staffing/training implications in other functional areas (e.g. RIF, grade and pay retention, adverse impacts, labor relations, etc.).   Develops, recommends, maintains, and applies State's highest previous rate and other compensation programs such as use of recruitment and retention tools. Provides guidance and advice in areas for in-house, resident, distributive learning, and distance learning courses such as: self-development activities, mandatory courses, individual development plans, performance improvement plans, Professional Education Center courses, Management Development Center courses, supervisory courses, and technician retirement courses.   Develops local policy and procedures at the state level for identifying organizational and individual training needs, training opportunities, and sources of needed training for positions in technical, professional, administrative, managerial, and skilled occupations. Continually evaluates in-house courses to determine where guidelines need to be developed, course materials modified, and how students could better be served.   Ensures optimum use of and control of Army National Guard (ARNG) and Air National Guard (ANG) federal financial resources. Serves as state quota management officer for National Guard Professional Education Center courses and OPM development Center courses. Procures, maintains accountability and currency of training materials.   Serves as liaison between ARNG and ANG in workforce training.May provide assistance to the National Guard Bureau, Human Resources Office and other state HR specialists on staffing issues by participating in or providing input into national staffing issues. May oversee the work activities of employee(s).

MINIMUM QUALIFICATIONS:  Experience, education or training which involves the exercise of analytical ability, judgment, discretion, and personal responsibility, and application of a substantial body of knowledge of principles, concepts and practices applicable to one or more fields of administration or management.   Experience using computer and automation systems.

 

SPECIALIZED EXPERIENCE:   Must have at least 36 months experience, education, or training involving the administering, delivering, maintaining, advising, and adapting advanced concepts, principles, and theories of Human Resources to the unique organizational, management, and mission requirements.   Experience assisting in the development of Human Resources policies and procedures.   Experience advising management on Human Resources principles and practices.


SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:   A maximum of 12 months of the required experience may be substituted by successful completion of undergraduate study in an accredited college or university at the rate of 30 semester hours. The education must have been in fields directly related to the type of work of the position.

- Selectee may be subject to a one-year probationary/trial period.

- Possess or be able to acquire and maintain a Secret security clearance.
