To qualify for this position at the GS-15 level you must have 1 year of specialized experience equivalent to the GS-14 grade level. Specialized Experience is defined as developing and providing senior management with operations oversight, executing operational plans, programs, policies, and procedures and establishing strategic communication themes and messages.
Substitution of Education may not be used in lieu of specialized experience for the GS-12 grade level or higher.
