The Total Force Division provides the full range of civilian human resources office (HRO) and military personnel services to the Navy Secretariat.   As Director, the incumbent is the principal strategic partner and advisor to Secretariat leadership on civilian and military HR matters and responsible for the execution of the Secretariat total force program.   The incumbent will be working in the Pentagon.  The incumbent will perform duties as the Human Resources Director (HRD) and the Director Civilian Human Resources (DCHR).

Duties may include but are not limited to the following:

  • Serve as a member of the Secretariat senior management team
  • Lead and support human capital and strategic workforce planning efforts
  • Develop and administer command-wide guidance for civilian and military workforce programs, processes, and operations
  • Responsible for the execution of the Secretariat civilian and military Human Resources program
  • Collaborate with the Office of Civilian Human Resources (OCHR) on DON civilian HR issues to propose, develop, and advance appropriate legislative, regulatory and policy initiatives, processes and DON-wide civilian HR improvements

  • Experience in the federal service executing, directing, or managing the delivery of civilian federal human resources (HR) services involving one or more of the following functions:   staffing and recruitment, position classification, compensation, labor relations, employee relations, equal employment opportunity, employee benefits, oversight of automated personnel information systems or employee development
  • Ensuring compliance with governing laws and regulations
  • Developing, interpreting, and/or advising senior management on HR policies and administration
  • Providing substantive input to the strategic planning of human capital resources for an organization

REQUIREMENTS:

Generally, current Federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade.  All qualifications and time-in-grade requirements must be met by the closing date of this announcement and clearly documented in your resume.
