The duties described reflect the full performance level of this position.

  • Researches, analyzes and assists in resolving processing issues with the use of technology by using Commercial Off-the-Shelf (COTS) software and mentors and trains “citizen programmers” in their use.
  • Coordinates the development and maintenance of standard COTS applications and provides technical guidance for the identification of system requirements and the revision of existing applications.
  • Recommends system improvements and develops straight-forward data management applications when necessary.
  • Provides technical guidance and support for various electronic commerce initiatives, any other programs or future technologies that may be developed.
  • Oversees project teams to accomplish large scale reviews, process changes, testing and implementation, and advises supervisors and senior managers on major system issues, associated risks, functional impact, and data integrity.

Qualified applicants must possess one year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-05) within the federal service, which demonstrates the ability to perform the duties of the position.  

Specialized Experience is defined as providing routine data analysis and automated financial systems support in support of an organization’s finance mission. 

Examples of qualifying specialized experience include reviewing financial data, insuring that internal controls are in place to protect integrity and validity of data and financial systems; identifying operational problem conditions, discrepancies, identifying their source; and recommending the necessary course of action.


SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:  One full academic year of progressively higher level graduate education, or superior academic achievement (SAA), may be substituted to meet the specialized experience requirement.  Equivalent combinations of successfully completed education and experience may be used to meet total experience requirements. If you are using education to substitute for specialized experience, you must submit transcripts (official or unofficial) or some form of proof of your education.  To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education.   Failure to provide documentation at the time of processing, or a determination that you do not possess sufficient education and experience to meet the total qualification requirements, will result in an ineligible rating.

HOW YOU WILL BE EVALUATED:

Your application will be evaluated and rated under the Category Rating and Selection Procedures. Application of Veterans Preference: The Category Rating Method does not add veterans' preference points or apply the "rule of three," but protects the rights of veterans by placing them ahead of non-preference eligibles within each category.  Preference eligible's who meet minimum qualification requirements and who have a compensable service-connected disability of at least 10 percent must be listed in the highest quality category. A selecting official may make selections from the highest quality category (Best Qualified) provided no preference eligible in that category is passed over to select a non-preference eligible in that category unless the requirements of 5 U.S.C. 3317(b) or 3318(b) are satisfied.

  • This position is covered under a formal training program. The purpose of this program is to develop well-qualified, well-trained, high potential employees for future positions within DFAS.
  • This position has promotion potential to the GS-11 level. The beginning salary for a GS-11 on the 2013 pay scale is $57,669 per annum.

WHAT TO EXPECT NEXT:

Once the online questionnaire is received you will receive an acknowledgement email that your submission was successful.
