As an Administrative Officer for the Office of Facilities and Property Management, Design and Construction Division (195.00) you will perform the full range of administrative officer responsibilities to include, budget, financial management, human resources activities, purchasing and other administrative activities.

Serves as an Administrative Officer for the Office of Facilities and Property Management, Design and Construction Division (195.00)  Performs the full range of Administrative Officer duties to include, administering budget, financial management, human resources activities, and other general administrative activities consistent with the programmatic objectives and NIST policies.  Provides guidance, advice, and information on these matters to management and other organizations.  General administrative activities include, but are not limited to, procurement, assistance awards, bank card purchasing, NIST Associate (guest) processing, travel management, and property management.  At the ZA-III level, duties are performed independently with minimal guidance with the ability to effectively analyze and resolve problems.

Pay Band II: To qualify for this position, you must have 1) one year of specialized experience equivalent to the GS-5 level (ZA-I at NIST) in the Federal Service; specialized experience is described as assisting and preparing documentation in support of human resource and financial management. OR 2) one full year of graduate level education related to the position, OR 3) completion of a 4-year course of study leading to a bachelor's degree with superior academic achievement (GPA of 2.9 or above); OR 4) a combination of both education and experience which is equivalent to one year of specialized experience as defined above.

 

Pay Band III: 52 weeks of specialized experience equivalent to at least the GS-9 level (ZA-II at NIST) in the Federal Service; specialized experience is described as budget planning, financial management and human resources management OR 2) 3 full years of progressively higher level graduate education that demonstrate the knowledge, skills, and abilities necessary to do the work OR 3) have a Ph.D or equivalent doctoral degree.

HOW YOU WILL BE EVALUATED:

We will review your resume and cover letter to determine if you meet the minimum qualification requirements for the position. If you meet the qualification requirements stated in the vacancy announcement, we will then compare your resume and supporting documentation to your responses to the job questionnaire (which will be scored) and place you in one of the three pre-defined categories. Your responses to the job questionnaire will serve as the basis for your initial rating in one of three pre-defined categories "gold," "silver," and "bronze." The candidates in the highest category will be certified for referral to the selecting official. The best-qualified candidates will be identified for referral to the hiring manager and may be invited to an interview.   • Knowledge of budget planning and financial management methods 
  • Knowledge of accounting policies and procedures     
  • Knowledge of human resources policies and procedures in areas such as staffing, classification,pay, leave and performance   
  • Knowledge of varied administrative functions; travel,property,safety, security,bankcard,etc.
  • Ability to utilize automated information systems to research, generate, or process data and other management reports
  • Ability to present information to managers and provide guidance and advice when requested
  • Ability to independently complete or coordinated the completion of a task with minimal direction
