This is a Senior Executive Service position located in the National Ocean Service, National Oceanic and Atmospheric Administration (NOAA) specifically that of the Director, Center for Operational Oceanographic Products and Services (CO-OPS). CO-OPS provides operationally sound observations and monitoring capabilities coupled with operational Nowcast Forecast modeling.  This includes the national infrastructure, science, and technical expertise to monitor, assess, and distribute tide, current, water level, and other coastal oceanographic products and services that support NOAA's mission of environmental stewardship and environmental assessment and prediction. CO-OPS manages the National Water Level Program (NWLP) and the National Currents Observation Program (NCOP) to meet NOAA's mission and goal requirements for water-level and current information.  The NWLP provides the foundational water level datum reference system for the nation including the Great Lakes, and is the authoritative source for determining sea level trends within the United States.  CO-OPS collaborates with partners to provide the Physical Oceanographic Real Time System (PORTS®), a decision support tool, with documented economic benefits, that promotes navigation safety, improves the efficiency of U.S. ports and harbors, and ensures the protection of coastal marine resources.

As Director, CO-OPS, the incumbent has full responsibility for the discharge of the following essential organizational functions and specific duties:

  • Manages and operates the NOAA critical function observation networks and supporting data management systems, including National Water Level Program, National Current Observation Program, PORTS®,  and Continuous Operation Real Time Monitoring System  to ensure reliable delivery of high quality products in an useful format, and according to timeliness requirements established by various private and federal users.
  • Develops national standards and policies for products and services for which CO-OPS is the authoritative source including tidal datums, tidal datum epochs, tide and tidal current predictions, and local mean sea level trends, as well as the underlying technologies, methodologies, standards and protocols used to generate such products. 
  • Serves as a connection between NOAA and its partners, to validate user requirements, develop and enhance products and services, ensure good customer service, identify and foster collaborative partnerships, and maintain good communications and relations. 
  • Represents NOS and NOAA at national and international professional and scientific conferences.  
  • Directs the planning and implementation of mechanisms for nation-wide, regional and local implementation of CO-OPS programs and products. 
  • Opens significant new avenues for further study and advances in technology in the areas of oceanographic observations and modeling for operational applications, and contribute to strategic research planning and program development for NOAA’s National Ocean Service. 
  • Provides programmatic and policy advice to the NOS Assistant Administrator/Deputy Assistant Administrator on scientific and technological issues, evaluating NOS programs to ensure the organization’s technical objectives are being met.  
  • Represents NOAA and National interests in international agreements such as the International Joint Commission, International Oceanographic Commission, International Hydrographic Organization and others. 
  • The incumbent executes the administrative and financial policies and practices of the organization.

An individual's total experience and education must demonstrate the ability to perform the duties of the position. Specialized Experience

Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.  To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. 


Basic Educational Requirements:

A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.



B. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.



All applicants will be evaluated by a panel of senior managers to determine the degree to which they possess the mandatory executive core and professional/technical qualifications. To be rated and considered for this position, applicants are requested to fully describe their experience in each of the following five (5) Executive Core Qualifications (ECQs) and all of the Professional/Technical Qualifications (PTQs). When addressing the ECQ and PTQ requirements, please use the first person as you assess and describe your leadership qualifications. SES Executive Core Qualifications:


ECQ 1 - Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. 

ECQ 2 - Leading People: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. 

ECQ 3 - Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. 

ECQ 4 - Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically. 

ECQ 5 - Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Professional/Technical Core Qualifications (PTQ):


PTQ1 - Substantial experience and advance knowledge of marine or physical oceanography, marine engineering, chemical, biological, ecological, geodesy, cartography, and/or related environmental science.

PTQ2 - Knowledge of the oceanographic and marine engineering theories, principles, practices and techniques, necessary to effectively manage an operational oceanographic program and to apply and provide innovative user solutions.

PTQ3 - Substantial senior level experience in administration and direction of a large geographically dispersed organization to include planning, goal setting and problem solving.

Background Investigation: This position is designated as critical sensitive and requires that a background investigation be conducted and favorably adjudicated for a Secret clearance in order to establish eligibility.
