The incumbent is a licensed pharmacist and serves as the Pharmacy Automatic Data Processing Applications Coordinator (ADPAC)/Pharmacy Management Information Specialist (PMIS) for the entire, multi-divisional Tennessee Valley Healthcare System (TVHS).

Incumbent will be responsible for collection, assessment, design, integration, modification, maintenance, and analysis of data, data management services, networking and computerized medical record for Pharmacy Service to assist and support Pharmacy Service managerial decision making.  He/she will coordinate the development and implementation of all pertinent information applications to support clinical practice, administration, educational development, research initiatives and computerized medical record in Pharmacy service in order to anticipate and meet the pharmaceutical needs of internal and external customers and mission, vision, and goals of TVHS and Veterans Integrated Service Network (VISN) 9.  The incumbent will be the most important liaison between Pharmacy Service and Information Resource Management Service (IRMS).  The incumbent will be under the administrative supervision of the Chief, Pharmacy Service,  but exercises a high level of independent judgment in dealing with problems on a day-to-day basis.  He/she will advise the Chief, Pharmacy Service of problems of unusual difficulty and seek advice or assistance in solving problems that cannot be resolved through application of accepted practices and guidelines or normal procedures.  Incumbent will be a member of the pharmacy management team and is responsible for developing, supplying, and interpreting comprehensive computer-generated data on a regular basis to the pharmacy management team for planning and evaluating pharmacy operations and for use in reviewing the efficiency and effectiveness of service and program activities.  He/she will have decision making authority of the service and must understand the needs, desires, and proposed direction of service management.  The incumbent will be the "resident expert" and must have a thorough knowledge of all VistA pharmacy programs, VistA service-integrated programs, the graphical user interface (GUI) employed by VHA, VA FileMan, Computerized patient Record System (CPRS), Bar Code Medication Administration (BCMA0, and ProClarity.  He/she must also have a working knowledge of the hardware required to efficiently use all software employed by the service.  Incumbent will install, troubleshoot, and otherwise maintain Drug Accountability software and the Controlled Substances Package.  He/she will perform balance adjustments necessary to keep the Controlled Substance Package in order and complete prescription deletions that are necessary to maintain an accurate patient prescription profile.  Incumbent, in concert with the Chief, Pharmacy Service will determine which products in the pharmacy will be subject to in-depth audit.  Incumbent will coordinate local drug file entry/inactivation with the Procurement Specialist.  He/she will coordinate the marking of which pharmaceuticals require a consult approval with the Clinical Pharmacy staff.  He/she will compare physical inventory information to the computer generated inventories from Drug Accountability, investigating apparent discrepancies to ensure that they are real and provide reports of significant discrepancy to the Chief for follow-up action.  Incumbent will complete a monthly Drug Accountability variance report on selected pharmaceuticals and completes a national SharePoint report quarterly.  He/she will complete a monthly National SharePoint report pertaining to the pharmaceutical electronic consult activity.  Incumbent will be responsible for (1) protecting that information from unauthorized release or form loss, alteration, or unauthorized deletion and (2) following applicable regulations and instructions regarding access to computerized files, release of access codes, etc. as set out in a computer access agreement which the employee signs.  Incumbent selected at the lower grade will perform duties under close supervision.

Education: 

 

(1)  Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/.

(NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.)

(2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT).

 

Experience: 

GS-12:  Completion of the equivalent of 1 year of experience at the next lower grade level (GS-11) which is directly related to the position to be filled or completion of a 1 year post-Pharm D. ASHP accredited Residency.

 

GS-13:  Completion of the equivalent of 1 year of experience at the next lower grade level (GS-12), or an applicable board certification recognized by the American Pharmaceutical Association's Board of Pharmaceutical Specialties, or completion of a one year post Pharm.D. Residency in Clinical Informatics. Experience must include work in complex information technologies and prior Clinical Informatics duties.

 

LicensureFull, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the Unites States (i.e., Puerto Rico), or the District of Columbia.  The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure.'

 

NOTE: Loss of Credential.   An employee in this occupation who fails to obtain licensure/certification/registration within the required time frame, or who fails to maintain the required licensure/certification/registration must be removed from the occupation, which may also result in termination of employment.  

 

Physical Demands: Work is generally sedentary.  Typically, the Pharmacist (ADPAC) sits comfortably to do the work.  However, there may be some walking, standing, bending, carrying of light items such as papers, books, small pieces of equipment and supplies, or driving an automobile.  No special physical demands are required to perform the work. 

 

Work Environment: Work environment involves everyday risks or discomforts of a medical center/hospital environment that require normal safety precautions typical of places such as offices, meeting and training rooms, or libraries.  The workspace is adequately lighted, heated and ventilated.

 

DESIGNATED DRUG-TESTING POSITION: Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment with VA. Applicants will not be appointed to the position if a verified positive drug test result is received
