The Department of Defense Domestic Dependent Elementary and Secondary Schools (DDESS) is currently accepting applications under examining authority of 10 U.S.C., Section 2164. 

The purpose of this position is to perform material management and support services, providing adequate and timely logistics support to the students, staff, and faculty of the West Point School, NY.

 

You must be a current, permanent, or reinstatement eligible, fedearl civil service employee, or military spouse eligible for appointment under the terms of Executive Order 12721, to be considered for this announcement. Serves as property custodian maintaining a perpetual inventory of non-expendable property and supply records for durable items in the school.  Verifies and records serial numbers upon receipt of goods, bar code items, and adds items to the accountable item listing in the automated material management system.  Issues accountable items to faculty, school staff, contractors, parents, guardians, and students against sub-hand receipts.  Conducts special, joint, or annual inventories of hand-receipt accounts in conjunction with the hand-receipt holder and adjusts records based on findings.  Ensures adequate controls for accountable property are maintained by property holders by periodically inspecting classrooms to match serial/tag numbers against the sub-hand receipts.  Turns in to or receives excess property from the servicing Defense Reutilization and Marketing Office (DRMO) and arranges appropriate transportation.  Assures all supply transactions are recorded in an automated system and that copies of documents are filed appropriately to maintain an adequate automated and hard-copy audit trail.  Sets or revises stock levels for authorized items available through the supply system for school stockage.  Compiles financial data to forecast the budget for replenishment of supplies and equipment and equipment repair.  Monitors base-level support provided under the interservice support agreement including service contracts for school equipment, maintenance and repair, utilities, etc.  As designated Government Ordering Official, uses GPC to purchase supplies and services for the school.  Receives requests for GPC purchases from teachers, administrators, and other school staff.  Make approved purchases by phone, catalog, internet, or over-the-counter.  Makes arrangements for unofficial travel through use of GPC.  Reconciles monthly GPC statements.

Performs some light maintenance and repair work for the school (e.g., changing light bulbs, adding toner to copy machines, moving furniture, making simple or minor repars to non-electrical equipment, etc)

This is a partly sedentary position; but does require a significant amount of physical work, including: regular walking, bending, standing, carrying and/or lifting items up to 40 pounds, lifting above shoulder height boxes weighting 40 pounds and loading /unloading vehicles.  Weight handling equipment is available for heavier loads.

At the GS-06 level, applicants must possess 1 year of specialized experience at the next lower grade level, GS-05.  Education is not substitutable or creditable to qualify for this level position.

Specialized experience: Applicant must have experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level, GS-05. The normal full-time work week is 35-40 hours and the normal work year is 12 months. Part-time work is prorated in crediting experience. An applicant demonstrating 20 hours per week for a 12-month period would be credited with 6 months of experience. 


Must meet OPM minimum qualification standards to be considered for this position.

HOW YOU WILL BE EVALUATED:

Your application will initially be reviewed to determine whether you meet the minimum eligibility and qualifications requirements.  If you are qualified, you will then receive a rating based on the degree to which your background matches the knowledge, skills, and abilities for the position listed.  If, after reviewing your resume and supporting documentation, a determination is made that you inflated your qualifications and/or experience, your score may be adjusted to more accurately reflect your abilities or you may be found ineligibile/not qualified.  Your application will be placed in one of three categories:  Best Qualified, Highly Qualified, or Qualified. 

Applicants meeting the qualification requirements will be evaluated on experience, education, and training specifically experience in the knowledge of standard supply and logistic support systems to include requisitioning stock, storing, records and issuing procedures, property accountability, conducting inventories, processing work orders.  Knowledge of standardized budgetary and financial rules and regulations.  Knowledge of contracts related to custodial, maintenance and repair.   Experience operating computers and automated material management systems and other software programs as it relates to the Major Duties above.
