Minimum Eligibility Requirements:
Minimum eligibility requirements for these positions are based on possession of the appropriate Federal Aviation Administration (FAA) pilot certificates and/or appropriate military ratings, meeting the applicable flight hour requirements, meeting the appropriate education and/or experience requirements, and possession of the knowledge and skills required for the position.
Certificates and Ratings:
For all grades and specializations, applicants must possess a Commercial Pilot Certificate with instrument rating, the appropriate military rating, or other certificate that meets or exceeds the requirements of the Commercial Pilot Certificate, e.g., an Airline Transport Pilot Certificate.
Minimum Flight Hour Requirements for All Applicants:
Total Flight Time -- Flight time as pilot-in-command in aircraft of any weight or category is creditable for this requirement. Each 2 hours acquired as a copilot, an FAA certificated flight engineer on a commercial air carrier, or a military flight officer on a military air carrier may be substituted for 1 hour of flight time in meeting the minimum total flight time requirements.
Pilot-in-Command -- Only flight hours acquired as pilot-in-command are creditable.

The following flight hour requirements apply only when the position requires the particular specialty:
- Multi-engine Airplane: heavy multi-engine airplanes, i.e., gross takeoff weight in excess of 12,500 pounds. Up to 250 hours flying time acquired in helicopters may be substituted.
- Helicopter: Up to 200 hours flying time acquired in heavy multi-engine airplanes may be substituted
- Small Airplane: Airplane weighing 12,500 pounds or less gross takeoff weight.

For inservice placement actions, flight hours may be waived for candidates who demonstrate that they have the knowledge and skills needed to perform the duties of the position.
Applicants for all positions must possess a current first or second class medical certificate in accordance with FAA regulations. Both meet the intent of the requirement.
Valid State driver's license;
Fluency in the English language;
No chemical dependencies or drug abuse that could interfere with job performance; and
High school graduate or equivalent.
In addition to the minimum eligibility requirements stated above, the following experience is required to qualify for positions at the various grade levels.
Qualifying Aircraft: For the purpose of this application *qualifying aircraft are defined as follows: newer generation, turbine powered aircraft that are generally equipped with FMS and GPS navigation, IRU platforms, FADEC fuel controls, EFIS display units, EGPWS, advanced TCAS or TAWS warning systems. Examples of airplanes in this category would be B747-400 (and later), MD-11/MD-10, B737NG (and later), B757/B767, B777, B717, A320 series, (and later Airbus models). Also, similarly equipped, advanced, newer generation aircraft used in civil air carrier, regional, corporate or charter flight operations such as the G-450 (and later) and the Global Express.
GS-12 Level: Pilot in command experience on turbine-powered, multi-engine airplanes operated under 14 Code of Federal Regulations (CFR) Part 121 or 135. Federal Aviation Administration (FAA) ATP airman certificate with large (weighing more than 12,500 pounds) turbine-powered airplane type rating. Experience as flight crewmember on large, complex *qualifying aircraft or served an FAA authorized check-airman or flight simulator instructor on complex, multi-engine, turbine-powered airplanes.
GS-13 Level: In addition to the requirements for the GS-12; Pilot-in-command experience on *qualifying aircraft operating under 14 CFR Part 121. Served as FAA authorized proficiency check-airman and/or APD on *qualifying aircraft operating under 14 CFR Part 121.
GS-14 Level: In addition to the requirements for the GS-13; the applicant has at least one-year experience within previous three years as a Domicile or System Chief pilot as defined by 14 CFR Part 119.65, Director of Safety as defined by 14 CFR Part 119.65, Vice-President of Flight Operations, Director of Flight or Aircrew Training, (or equivalent duties) of an airline operating under 14 CFR Part 121, with *qualifying aircraft in its fleet.
Before appointment, candidates are required to appear for an interview. The purpose of the interview is to determine whether candidates possess the personal characteristics necessary to perform the duties of aviation safety investigator positions successfully. Candidates will be questioned about information on their applications during the interview, and will be required to show appropriate certificates and log books.
Federal employees must meet time-in-grade requirements by the closing date of this announcement.

If you meet the eligibility and specialized experience requirements for this position you will be rated on your possession of the competencies listed above. Your resume and supporting documentation will be compared to your responses to the Screening Questions/Occupational Questionnaire for consistency. If a determination is made that you have rated yourself higher than is supported by your resume, you will be assigned a rating commensurate to your described experience. Based on the extent and quality of your experience, education, and training in relation to these competencies, you will be placed into one of the following two/three/ categories: ·

Qualified Applicants possessing the specialized experience described above and any education or selective factor if also required.
The Category Rating Method does not add Veterans' preference points or apply the "rule of three", but protects the rights of veterans by placing them ahead of non-preference eligibles within each category. Documented Preference eligibles who meet minimum qualification requirements and who have a compensable service-connected disability of at least 10% will be listed in the highest quality category, except when the position being filled is scientific or professional at the GS-9 grade level or higher.
