JOB SUMMARY:

 

This position is located in the office of the Director, Office of Community Oriented Policing Services (COPS) U.S. Department of Justice. Incumbent serves as a Management and Program Analyst under the direction of the Chief of Staff.

Duties in connection with management and administrative analysis; analysis of workforce operations and administrative activities; leading and coordinating program audit and internal review activities, managing projects including business improvement initiatives and other special projects; developing policy and procedures as well as managing office-wide policy initiatives; and supporting organizational improvement, strategic planning, and development initiatives. 

 

Serves as a liaison internally to COPS staff and externally to audit agencies such as the Office of Inspector General and the Government Accountability Office.  Coordinates all non-grantee program audit activities for the COPS Office.  Conducts trend analyses to identify patterns resulting from the resolution of program audit and compliance issues. Trend analysis results often include the identification of strengths and opportunities for improvement, accompanied by recommendations and corrective action plans designed to promote adherence to standards and enhanced performance in the administration of the office’s operations. 

 

Incumbent provides analysis and evaluation through A-123 and other internal review activities of mission-critical agency operations both qualitatively and quantitatively to determine effectiveness of program operations in meeting established goals and objectives.  Plans and establishes an organizational analysis and business process improvement program that encompasses difficult and diverse processes for the COPS Office.  Serves as a designated program manager and participates in the development and implementation of internal review and evaluation processes.

 

Develops and maintains office-wide policies, processes, and procedures. Ensures that the COPS Office is aware of and following all applicable laws, regulations, and guidelines in the management and administration of grant and M&A funding.  Assists the COPS Office in developing a policy management program that includes a policy review and approval process, delegations of authority, and timelines for policy updates.

 

Provides strategic planning support and develops strategic planning deliverables.  Evaluates organizational strategy.  Provides recommendations to supervisor on how best to meet the COPS Office’s mission, goals, and objectives. 

 

Manages projects and project teams. Manages all aspects of the project including initiation, planning, execution, control, and closure.  Manages the COPS workload tool project which encompasses workforce analysis and updating the COPS workload model. Performs special projects, as assigned by the Supervisor and Chief of Staff, to further the achievement of COPS' goals and objects. Special projects vary in scope, time frames, and desired outcomes and may involve working individually or as a member of a task force.

 

May serve as a Contracting Officer Representative (COR) on those projects that include contractual employee support.  Responsible for all aspects of contract management, including the proper oversight over federal funds.  Coordinates efforts of both federal and contractual employees on the project team.

SPECIALIZED EXPERIENCE - GS-13

Qualifying experience for the GS-13 level includes one year of specialized experience at least equivalent to the GS-12 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Only experience obtained by the closing date of this announcement will be considered.

Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level).

 

SPECIALIZED EXPERIENCE - GS-12

Qualifying experience for the GS-12 level includes one year of specialized experience at least equivalent to the GS-11 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
