JOB SUMMARY:

Civilian employees serve a vital role in supporting the Army mission.  They provide the skills that are not readily available in the military, but crucial to support military operations.  The Army integrates the talents and skills of its military and civilian members to form a Total Army.

About the Position: GS locality pay for Fort Hunter Liggett is 35.15% and can be applied to high 3 retirement calculations. The mission of the Mission and Installation Contracting Command (MICC) - Fort Hunter Liggett (RC-West) includes the following: 1-Support the Fort Hunter Liggett, training military linguists to meet Fort Hunter Liggett (DoD) requirements and sustain military linguist capabilities worldwide. 2-Support the Garrison base operations at the Fort Hunter Liggett. 3-Support facilities maintenance and services for the DoD Defense Management Data Center. 4-Serves as the MICC - Fort Hunter Liggett for the Western Region, contracting office for the 63rd Regional Support Command and Fort Hunter Liggett. Off-post TDY may be required involving travel by vehicle or aircraft.

You will develop, implement and oversee an installation Quality Surveillance Program.  Implement surveilance effors to ensure Base Operations Support and Installation service contracts are being surveyed on a regular, fair, and unbiased basis.  Participate in the development of quality assurance plans and procedures; analyzing contractor generated data, surveilance data, and customer complaints.  Develop, schedule and ocnduct a variety of training for installation personnel at all levels.  Mointor the effectiveness of surveilance, determine the need for and the type of training required.

Specialized Experience: To Qualify applicants must possess one year of specialized experience equivalent to the next lower grade/level (GS-11).  Specialized experience is defined as experience with interpreting and analyzing contractual requirements; advise, and assist Directors, Commanders, and supervisors with their quality assurance systems and problems; make recommendation to the supervisor or contracting officer regarding quality assurance and surveillance programs; implement surveillance to ensure contractor compliance with contract terms and conditions; develop, schedule, and conduct a variety of training for installation personnel in areas of quality assurance,survelliance, and contract administration.

 

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must meet the Time in Grade Restriction.

Time in Grade Restriction: Must have 52 weeks of Federal service at the GS-11 grade (or equivalent).

Conditions of Employment:

This position requires meeting the Defense Acquisition Workforce Act (DAWIA). Incumbent must be DAWIA Level II certifed, or be able to attain DAWIA Level II Certification with 24 months.

This position requires a Secret Security Clearance.

This position requires incumbent to sign an annual Financial Disclosure Statement in accordance with DoD Directive 5500-7-R Joint Ethics Regulation.

Incumbent is required to obtain and maintain a California State Driver's License.
