The Birmingham Veterans Affairs Medical Center (BVAMC) is an integral part of the Medical community that provides acute, tertiary, medical, and surgical care to Veterans of Alabama.   The Medical Center provides care to a veteran population of 420,000 in Alabama and treats approximately 57,000 unique veterans annually.   The medical center serves as a referral center for this area with 138 operating beds with care provided in almost all medical and surgical specialties and subspecialties.

Duties:  The Clinical Nurse Leader (CNL) will have a minimum of a master's degree in nursing with a CNL major and board certification as a CNL from a VA-approved certifying body.  The CNL functions as a Registered Nurse generalist at the point of care and manages and coordinates the care of individuals and clinical groups.  The CNL is responsible and accountable for:   the coordination of care,  focused on patient transition through the continuum of care;  patient and family education;  patient self-management after discharge;  and supporting factors that impact customer satisfaction. The CNL applies the nursing process and care management principles within a collaborative, interdisciplinary practice setting, which will then enable effective implementation of health promotion and prevention practices, management of acute and chronic illnesses, and attainment of appropriate lengths of stay and the effective level of care.  Core functions include daily assessment of patient care needs to determine the most appropriate use of expertise in clinical coordination, patient and staff education, attention to systems issues that require intervention, and quality and performance measures.  The CNL assists the nursing staff in the provision of complex patient care.


Shift:  Days with tour rotation to meet patient care needs.

Citizenship:  Citizen of the United States (Noncitizens may be appointed when it is not possible to recruit qualified citizens per VA Handbook 5005/2, Chapter 3, Section A, paragraph 3g).


Education:  Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant. A Masters of Science in Nursing from a National League for Nursing Accrediting Commission (NLNAC) or The Commission on Collegiate Nursing Education (CCNE) accredited program (You must provide college transcripts) is required.   Certification as a Clinical Nurse Leader by the Commission Nurse Certification.  The National League for Nursing Accrediting Commission (NLNAC) or The Commission on Collegiate Nursing Education (CCNE).  Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.  In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing.


Licensure:  Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory, or commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.  


English Language Proficiency:  Must be proficient in spoken and written English.


Physical Standards:  Satisfactory physical examination as determined by the Employee Health Unit upon appointment only. Some of the functional requirements are:  Heavy lifting 45 pounds and over, heavy carrying 45 pounds and over, straight pulling 4 hours, reaching above shoulders, walking 8 hours, repeated bending, and ability for rapid mental and muscular coordination simultaneously.   See VA Directive and Handbook 5019.


Applicant's education and length of nursing practice (experience) will be considered by a Nurse Professional Standards Board in determining the grade and salary of the applicant selected.   Experience as a RN will be evaluated to determine if the experience is of an acceptable level of quality with regard to the following four dimensions of nursing: Practice, Professional Development, Collaboration and Scientific Inquiry. Each dimension of practice has criteria that demonstrate essential core competencies for VHA Nursing Personnel. The criteria are as follows: Practice: practice, ethics and resource utilization, Professional Development: performance, education/career development, Collaboration; collaboration, collegiality, Scientific Inquiry: quality of care, research.    


Education/Experience Requirements: 

·         Nurse I, level I-Associate Degree or diploma in nursing; no experience

·         Nurse I, level 2-Associate Degree or Diploma in Nursing, approx. 1 year experience OR Associate Degree in Nursing and a Bachelors in a related field, no experience, OR BSN, no experience

·         Nurse I, Level 3-Associate Degree or Diploma in Nursing, approx. 2-3 years experience OR Associates Degree or Diploma in Nursing and Bachelors degree in a related field, approx. 1-2 years experience OR BSN, approx. 1-2 years experience OR MSN or related field with a BSN or Bachelor’s degree in related field, no experience.

·         Nurse II - A BSN with approximately 2-3 years of experience, or ADN or Diploma in Nursing and a bachelors degree in a related field and approximately 2-3 years experience or a Master's degree in nursing or related field with a BSN and approximately 1-2 years experience, or a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no experience. 

·         Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years experience or Doctoral degree in nursing or related field and approximately 2-3 years experience. 



Enhanced Qualifications     

  • Certification as Clinical Nurse Leader
  • Two years registered nurse experience in an acute care environment
  • Excellent interpersonal and communication skills (oral and written)
  • Excellent analytical and presentation skills
  • Demonstrated ability to assess and prioritize multiple demands.
  • Demonstrated ability to be dependable, self-directed, and flexible, including flexibility in assignment and time scheduling
  • Professional nursing certification in area of practice (i.e. Medical Surgical Nursing)
  • Excellent customer service skills
