  • Participate in Chemical Facility Anti-Terrorism Standards (CFATS) regulatory policy review and analysis to develop/defend policy positions, formulate discussions around potential impacts and determine courses of action to take.
  • Provide input to recommendations of changes and improvements in the development and drafting or coordination of Policy and Rulemaking and regulatory policies, processes, procedures, and requirements.
  • Develop and maintain standard operating procedures, policy documents, Reports to Congress and other Policy and Rulemaking work products.
  • Compile and analyze regulations, policies, and processes in order to provide the organization with a consistent, well-defined operating environment.
  • Research and analyze broad policy topics to develop briefings, policy documents, and decision papers, taking into consideration political and stakeholder concerns.

To qualify for the GS-13 position, you must possess the following:
At least one full year of specialized experience comparable in scope and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors). This experience must include activities such as: 1) conducting experimental analyses resulting in the modification of current policy and rulemaking work products for program operations; 2) identifying and developing ways to resolve problems and/or issues that directly affect regulatory policy review and analysis program goals and objectives; 3) consulting and working with management and other program specialists to assist in analysis and policy development strategies; 5) presenting details of potential policy plans to various managers, senior officials and stakeholders. (The contents of your resume "must" support your claim of specialized experience.)
 
To qualify for the GS-14 position, you must possess the following:
At least one full year of specialized experience comparable in scope and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors). This experience must include activities such as: 1) planning, designing and conducting major projects and studies to review and evaluate the effectiveness of current organizational policies; 2) interpreting proposed changes in law, regulations, and policies that impact organizational policies, processes, procedures and requirements; 3) applying the use of a wide range of methods for assessing and improving the drafting and coordinating of policy and rulemaking work products; 4) researching broad policy topics to develop briefings, policy documents and decisions papers to present management and stakeholders. (The contents of your resume "must" support your claim of specialized experience.)

Time-in-Grade Requirements: Current Federal employees must have served 52 weeks at the next lower grade in the Federal service.  All qualifications and time-in-grade requirements must be met by the closing date of this announcement.

New employees must serve a one year probationary period.

Background Investigation:

This position is a noncritical sensitive position and the tentative selectee must undergo and successfully complete a background investigation for a Secret clearance as a condition of placement/retention in this position.
