This position is located in the National Protection & Programs Directorate (NPPD), Office of Infrastructure Protection (IP), Infrastructure Security Compliance Division (ISCD), Arlington, Virginia.  The primary purpose of this position is to assist in the development, review, and timely dissemination of Executive Secretariat taskers.

• Review documentation in the draft and final stages to provide recommendations to Infrastructure Security Compliance Division staff for improvements to include readability, comprehension, accuracy, completeness, redundancy, formatting, grammar, possible contradictions and compliance with documents and requirements.
• Design metrics as studies progress on programs within the Infrastructure Security Compliance Division in order to plan and prioritize assignments and comprehend the interrelationships among the different functions with possible competing interests of the different programs.
• Develop written responses, outreach materials, quarterly reports, and other related materials in response to Congressional or Departmental inquiries and/or requests.
• Track and monitor day-to-day official communications including task traffic, deadlines and questions; request extensions when necessary, between the Infrastructure Security Compliance Division and Department of Homeland Security entities. 
• Assist in the analysis of requests from Congress, Department of Homeland Security leadership, and other high-level agency sources; consider the varied and high-visibility program issues and ramifications, the political climate, the views of Infrastructure Security Compliance Division management officials, and related factors of an extremely sensitive and time critical nature.

To qualify for the GS-11 grade level, you must meet one of the following requirements:

A. One year of specialized experience comparable in scope and responsibility to the GS-09 level in the Federal service (obtained in either the public or private sectors) which involved performing activities such as: 1) analyzing and evaluating processes and procedures to identify deficiencies and measure effectiveness and efficiency; 2) communicating information orally (i.e. presentations, briefings, etc.) in a clear and concise manner, taking into account the audience and nature of information; and 3) creating technical written communications and ensuring the accuracy of the content, spelling, grammar, and format of the items. OR
B. Successful completion of three (3) full years of progressively higher level graduate education, or a Doctorate or Ph.D., or equivalent degree, e.g., at an accredited college or university in a field that provided the knowledge, skills, and abilities necessary to do the work. Such fields include public administration, business administration, etc. OR
C. Combination of experience described in "A" above and education described in "B" above. To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 36 semester hours, and divide by 18 semester hours or equivalent. Then, take the number of months of experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify.


To qualify for the GS-12 grade level, you must meet the following requirements:

A. One year of specialized experience comparable in scope and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sectors) which involved performing activities such as: 1) assisting in the development of various Executive Secretariat activities (i.e. written responses, outreach materials, quarterly reports, etc.); 2) managing the tracking and monitoring of the day-to-day official communications; and 3) assisting in quality control and quality assurance of Executive Secretariat written communications.

ADDITIONAL REQUIREMENTS:
• Time-in-Grade Requirements: Current Federal employees must have served 52 weeks at the next lower grade in the Federal service.

• Travel may be required up to 25% of the time.  The position involves critical duties and responsibilities that must continue to be performed during crisis situations and contingency operations.  Required responsiveness to elevated threat levels may require special considerations, such as temporary relocation and extended or rotational hours of work.  Some exposure to hazardous conditions may occur when visiting work sites or during emergencies.  During responses to emergencies there is the potential for exposure to toxic, biological, radiological or physical hazards that require the use of specialized protective equipment.

Background Investigation:

This position is a non-critical sensitive position and the tentative selectee must undergo and successfully complete a background investigation for a SECRET security clearance as a condition of placement/retention in this position.
