Mission Statement

The Directorate for Organizational and Management Planning (O&MP) in ODA&M/OSD carries out deliberate or urgent Department of Defense (DoD) and OSD organizational and management planning, providing oversight, support, analyses, and/or recommendations on DoD corporate governance matters to the DA&M. This directorate carries out four core functions in support of organizational and management planning matters: (1) providing analytical support to the Immediate Office of the Secretary of Defense, including the Secretary and Deputy Secretary of Defense; (2) assisting with the stand-up, reorganization, or stand-down of DoD organizations; (3) providing policy guidance on matters of organization and management to DoD Components; and (4) supporting the execution of numerous Departmental management programs or OSD-wide management programs.

 

WHO MAY BE CONSIDERED: This announcement is open to: Current Permanent Competitive Status Federal Employees within the Department of Defense, ALL DoD Federal employees.

MAJOR DUTIES:

 

    • Manage an organizational portfolio consisting of one or more OSD Principal Staff Assistant offices and associated DoD organizations within the context of the current DoD organizational, leadership, and management landscape.
    • Lead and direct cross-organizational working groups, teams, or other integrated groups often in a federated environment in managing support actions, conducting analyses, and conducting studies in support of O&MP and ODA&M functions.
    • Provide expert advice, analyses, and research on DoD organizations, missions, and functions; management policies, practices, and procedures; as well as realignment of functions and resources, restructuring, establishment of new offices or organizations, and/or the merger of offices or organizations.
    • Issue investigation and analysis are highly complex and sensitive; involve the full spectrum of DoD organizations, programs, systems, or practices; and impact the highest levels of the Department.
    • Develop recommendations for the SecDef, the DepSecDef, the DA&M, or other senior leaders, to streamline organizational structures, strengthen management and governance arrangements, increase economy, efficiency, and effectiveness of policies and programs, and improve management arrangements.
    • Negotiate organizational and management issues and collect information and data critical to senior officials in OSD to resolve controversial issues.
    • Develop and implement DoD policy and implementation guidance regarding matters under the cognizance of the DA&M within assigned organizational and/or program portfolio.
    • Prepare briefings on the organizational, management, and governance arrangements and processes to DoD officials, the Executive Branch, the Congress, foreign governments, and corporate and private organizations.

You must have one year Specialized Experience equivalent to the GS-14 level in the Federal service (experience may have been gained in the private/military sector) giving the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position.

 

Specialized experience required for this position is:

 

  • Experience with managing total force manpower programming and planning actions, the development and/or implementation of total force manpower policy, and the analysis of total force manpower requirements at the headquarters level, such as OSD, in order to make recommendations for adjustments to resourcing and force mix.
  • Experience with leading and directing cross-organizational working groups, teams, or other integrated groups in a federated environment in managing support actions, including the conduct of research, analyses, and studies.
  • Experience interfacing directly with senior officials in OSD, the Military Departments, the Office of the Chairman of the Joint Chief of Staff and the Joint Staff, Defense Agencies, and DoD Field Activities to discuss organizational and management issues and collect information and data critical to issues/problems.
  • Experience with developing, implementing, and overseeing manpower policy in a headquarters staff, such as an OSD Principal Staff Assistant Component or a large DoD Component.
  • Experience with preparing and presenting briefings and decision instruments on manpower and resource actions to senior component officials.

 

 Specifically you will be evaluated on the following competencies:

  1.  Knowledge of the current organization, responsibilities, processes, functions, relationships, authorities, principles, and administrative practices of DoD, including OSD, the Military Departments, the Office of the Chairman of the Joint Chiefs of Staff and the Joint Staff, the Combatant Commands, the Defense Agencies, the DoD Field Activities, and other major organizations in DoD.
  2. Knowledge of the role of history in shaping the organization, structure, and mission of DoD and its statutory foundations, as well as knowledge of the principal powers/authorities of the SecDef.
  3. Skill in the application of current organizational and management theories, methods, practices, and procedures to develop and advocate organizational, management, structural, and/or manpower solutions.
  4. Ability to plan, develop, and present studies, analyses, and briefings, both orally and in writing.

This position is designated special sensitive as defined in DoD 5200.2-R and therefore requires that a personnel security investigation be adjudicated for security eligibility on a pre-appointment basis. This requirement may take 120 days or longer to process.  The incumbent must complete a Single Scope Background Investigation (SSBI) and favorable adjudication by a determining authority and be eligible for a Top Secret clearance and access to sensitive compartmented information (SCI).
