NATIONAL GUARD MEMBERSHIP IS REQUIRED:  This is an excepted position that requires membership in a compatible military assignment in the New York Air National Guard.  Selectee will be required to wear the military uniform.  Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment. 

 

 

This position is located in an ANG Aviation Wing, Air Support Operations Group (ASOG) Air Support Operations Squadron (ASOS) and Tactical Air Control Party (TACP). 

 

OPEN AREAS OF CONSIDERATION:  ONBOARD 274 ASOS only

ONBOARD:  ALL PERMENANT MILITARY TECHNICIANS IN THE NEW YORK AIR NATIONAL GUARD FROM THE 274 ASOS.

ENLISTED ONLY 

 

KEY REQUIREMENTS

  • Must already be a permenant technician of the 274 ASOS.
  • Must be a U.S. Citizen.

The primary purpose of this position is, as a regular and recurring part of the incumbent's assignment and at least 25% of the duty time, to lead a team of other employees in the performance of Telecommunications Specialist, GS-0391-11.   This team is responsible for the qualification and certification of all technicians and militarily assigned Joint Terminal Attack Controllers serving in the unit.   The incumbent also performs the same work as that led.

In order to meet the minimum qualifications for this LEAD TELECOM SPECIALIST position, you must meet the following criteria.

 

GENERAL EXPERIENCE: 

Experience, education, or training involving the knowledge of the needs of communications users.   Experience using computer and automation systems.

 

SPECIALIZED EXPERIENCE:

Must have at least 36 months experience that demonstrates a combination of specialized communications knowledge at management level. Experience reviewing training programs to ensure local requirements are met and enhance the awareness of state-of-the art and future technology. Experience involving applicable agency spectrum management (i.e., Communication Security (COMSEC) and Defense Message System (DMS)) regulations, policies, and procedures in order to coordinate, plan, and satisfy user requirements and to interpret and develop state policies and procedures.   Experience involving technical or analytical work pertaining to multiple areas of telecommunications systems, facilities, services, and procedures.

 

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: 

Experience in managing the function of the work to be performed.   Experience which includes leading, directing and assigning work of personnel.

 

KSA's:

Candidates will be evaluated on the basis of the KSA's listed below.   Applicants are encouraged to address the KSA's in their application or resume or by submitting a supplemental statement with their application.   Written response to each KSA will ensure that specialized experience criteria is recognized and credited.

 

1.  Knowledge of a wide range of technical methods in the detailed performance characteristics of specific telecommunications equipment, systems, networking and transmission media.   Must have an in-depth understanding of basic electronics and antenna theory, Internet Protocol (IP) configuration and network operating principles.  

 

2.  In-depth knowledge and experience with applications of existing and planned technology to communications requirements, equipment interoperability and compatibility, and the methods and techniques for systems and services to accomplish information data transfer.

 

3.  In-depth knowledge and understanding of the technical theory of electronic communications and multi-band antenna, High Performance Waveform (HPW) and broadband satellite principles, practices, procedures, policies, standards, and operational and safety requirements.    

 

4.  Knowledge and ability to interpret and translate policy from higher organizational levels and develop local policy and implementing instructions.  

 

5.  Technical knowledge of the operational and performance characteristics of portable and vehicular telecommunications equipment. Detailed technical knowledge of transmission media, and the relationship among component parts of telecommunications system, such as Theater Battle Management Core Systems (TBMCS), Tactical Air Control Party Close Air Support System (TACP CASS), and Advanced Fire Artillery Tactical Data System (AFATDS). Knowledge to apply specialized communications methods and analytical techniques.

 

6.  Knowledge and ability to understand and evaluate communications requirements and relate requirements to existing and available technology, operating practices and procedures, equipment and staffing requirements, funding and cost analysis studies, and other supporting services required to research, identify, provide cost analysis, include logistics tail and purchase the technology.

 

7.  Knowledge of maintenance, installation and operation of analog/digital transmission equipment and wireless transmission systems in order to diagnose problems and identify corrective measures.

 

8.  Knowledge of methods and practices for troubleshooting, recovering, adjusting, modifying, and improving telecommunications systems to provide support that minimizes interruptions in the ability to provide critical air support to customers.

 

MILITARY REQUIREMENTS:  Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.

HOW YOU WILL BE EVALUATED:

All qualified applicants will be forwarded to the selecting official, unless there are more than seven qualified applicants.  In this case, the evaluation procedures in DMNA PAM 690-4, Chapter 5 will be used to further screen candidates prior to referral.  A panel of three members will be appointed to rate the candidates using the KSA factors.  Experience will be evaluated in terms of type and quality in relation to the requirements of the position.  Length of service or experience will only be used when there is a clear relationship with quality of performance or when necessary to break ties when all other ratings are equal. 

 

Following the determination of basic eligibility of the candidates as outlined in DMNA PAM 690-4, Chapter 5, qualified applicants will be referred to the selection official in the following sequence: 

 

1.  Category I:  All excepted service technicians in the New York Army National Guard  for Army technician vacancies and all excepted service technicians in the New York Air National Guard for Air technician vacancies, working at the location specified in the job announcement where the vacancy exists.

 

2.  Category II:  All currently employed excepted service technicians in either the New York Army or New York Air National Guard. 

 

3.  Category III:  Qualified members of the New York National Guard (Army or Air), to include AGR personnel and temporary and Indefinite technicians, or other individuals who are willing to become members of the New York Army or Air National Guard. 

 

* If there are fewer than three qualified applicants in Category I, then qualified applicants from Category II, III will be forwarded to the selection official, in sequential order, to provide at least three qualified applicants.
