JOB SUMMARY:

The Federal Energy Regulatory Commission, or FERC, is an independent agency that regulates the interstate transmission of natural gas, oil, and electricity. FERC also regulates natural gas and hydropower projects. As part of our goal, we are seeking highly skilled individuals to assist in carrying out the mission of this agency. The Federal Energy Regulatory Commission assists consumers in obtaining reliable, efficient and sustainable energy services at a reasonable cost through appropriate regulatory and market means. The Federal Energy Regulatory Commission is seeking highly motivated and qualified candidates for an exciting full-time permanent positions within the Office of Energy Policy and Innovation. OEPI provides strategic vision and leadership in the development of energy policy associated with electric and natural gas markets subject to the Commission's jurisdiction.

The cadidate(s) selected for this position will be responsible for the following duties:

- Conduct or direct the comprehensive analyses of complex and controversial regulatory issues associated with filings and/or other regulatory documents to ensure consistency with pertinent regulatory principles and Commission policies in the areas of natural gas pipeline transportation; including rates for services and the construction and operation of facilities; and oil pipeline rates and practices.

- Provide sound policy analysis on difficult issues, including natural gas and electric market coordination; rate design, cost allocation, negotiated rates, capacity release and incentive ratemaking; design and operation of wholesale and retail electricity and natural gas markets; oil pipeline rates and practices; and other subjects, as assigned.

- Prepare Commission documents, such as reports, memoranda, notices, and proposed orders that contain an appropriate discussion and recommendations on economic and regulatory policy issues.

- Identify, gather and analyze the best data available for policy analysis.

- Keep informed of important developments and literature relating to the industries regulated by the Commission.

- Establish a good working relationship with representatives of electric utilities,  natural gas pipeline companies and oil pipeline companies to obtain information. Participates as a technical staff representative at settlement or technical conferences or industry meetings to resolve complex issues.

- Suggest policy recommendations to the Group Manager or appropriate team.

- Identify policy options consistent with the policy objectives of the Commission (e.g., promoting gas-electric coordination, open access to transmission services and efficient markets.)

Candidates must have one full year of specialized experience at or equivalent to the GS-14 level. Specialized Experience is defined as extensive experience working with policy issues associated with complex regulatory, market or operational issues affecting the natural gas or oil pipeline industries. Examples of this would be identifying emerging issues, analyzing and interpreting tariff provisions, or recommending or addressing proposed policy, regulatory, market or operational changes.


Your resume must clearly document how you meet the specialized experience in order to meet the minimum qualification requirements for this vacancy.

You must meet time-in-grade requirements within 30 days of the closing date of this announcement.

HOW YOU WILL BE EVALUATED:

The ideal candidate will possess the following:

1. Extensive knowledge of current FERC policies, regulations, principles and practices for the regulations of energy markets and the electric utility and natural gas pipeline industries.

2. Ability to plan and conduct comprehensive analysis of complex and emerging energy policy issues and develop innovative polices on complex emerging issues with a major impact on energy markets.

3. Ability to prepare and interpret analytical documents and present findings and recommendations both orally and in writing.

4. Ability to guide multi-disciplinary teams in the investigation of highly complex energy market issues to ensure that final products are completed on time and reflect high quality analysis of all significant issues.
