The incumbent provides support in program expertise for USDA conservation program delivery through working with other staff to coordinate support to field offices to deliver programs efficiently and effectively.

Incumbent will be servicing Henderson and Transylvania Counties.


Provides conservation technical and planning assistance to landusers in the installation of resource management systems and the implementation of various NRCS programs.


Manages, implements, and is accountable for Farm Bill Programs responsibilities in the counties.


Provides conservation technical assistance to landusers in the development, application, and maintenance of soil and water conservation plans.


Maintains a good working relationship with the Soil and Water Conservation District (SWCD) Boards, other USDA agencies, and local units of government in meeting their conservation objectives and priorities.  Keeps SWCD Boards informed of Service changes and progress of the field office programs that are coordinated with the District program and work plan. 


Develops and maintains an information program designed to keep people in the county informed of the need for and progress in soil and water conservation.  Writes news stories and articles, gives presentations at meetings, and conducts field tours and demonstrations in order to further the district programs.


Directs the field office operations in administrative activities including the maintenance and protection of property and equipment, maintenance of required records, preparation of periodic and special reports, and the safety, training, and supervision of assigned employees.

To Meet the Basic Eligibility Requirement, you must have:

A Bachelor's or higher degree, (including 300 and 400 level courses), in Soil Conservation or a related agricultural or natural resource discipline such as agronomy, soil science, forestry, agricultural education, or agricultural engineering that includes at least 30 semester hours in a natural resource or agricultural field, including at least 12 semester hours in a combination of soils, and crops or plant science. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science.


Note: Partial credit for courses cannot be given.




Combination of education and experience in Soil Conservation or a related agricultural or natural resource, such as those listed in the answer choice above. The study must have included at least 30 semester hours, (including 300 and 400 level courses), in natural resource or agricultural fields, including at least 12 semester hours in a combination of soils and crops or plant science. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science. 


In combination with the basic educational requirements, professional work experience that includes the application of techniques, principles, and methods from specialized fields such as agricultural and natural resources, soil science, forestry, agronomy, or other experience relevant to the GS-0457-series. Professional work experience is comparable to that normally acquired through the successful completion of a full 4 year course of study with a major in soil conservation or a related agricultural or natural resource discipline.

In addition to meeting the Basic Eligibility Requirement, you must also meet the following:


Examples of Qualifying Specialized Experience for GS-12: One year of professional work experience equivalent to the grade 11 level performing duties such as developing complex conservation plans for landowners, conservation groups and units of local government that involved a variety of soil patterns and practices and contract development utilizing automated systems.

All CTAP and ICTAP eligible candidates must meet the Office of Personnel Management's qualification Standards for General Schedule Positions, all mandatory education requirements, medical qualifications, suitability, and experience requirements. Candidates must also be able to satisfactorily perform the duties of the position upon entry, and be physically qualified with reasonable accommodations where appropriate to perform the essential duties of the position.

 In addition, eligible applicants must be found well-qualified in order to receive CTAP and/or ICTAP priority consideration. The well-qualified criteria are met when the applicant exceeds the minimum level in at least one Competency.


1.     Knowledge of fundamental soil, water, and resource conservation theories, concepts and principles.

2.     Ability to develop and implement conservation plans for various program objectives and initiatives.

3.     Ability to plan, survey, design, and supervise the application of conservation measures.

4.     Skill in communication.

5.     Knowledge of management, and EEO/CR policies and practices.

6.     Ability to analyze data, evaluate facts to make natural resources decisions.

7.     Ability to lead and motivate others and maintain working relationships.

8.     Knowledge of national, federal, USDA and NRCS programs, policies, and procedures.

9.     Knowledge of automated equipment and software.
