The IHS is the principal federal health care provider and health advocate for American Indians and Alaska Natives (AI/AN).   The IHS goal is to raise Indian health status to the highest possible level.  IHS provides leadership and direction to programs and activities designed to improve health outcomes to over 1.9 million AI/AN through a system of IHS, Tribal and Urban operated facilities and programs.   For information on the IHS visit IHS.GOV.

This position is located in the Division of Budget Execution, Office of Finance and Accounting.   The Division of Budget Execution is responsible for the allocation and management of financial resources available to the IHS; provides expert advice and technical assistance to the 12 IHS Area offices regarding Continuing Resolution allocations, apportionments, allowances, and requests for additional funds; assists Area offices in their responsibility to render full accounting of their activities; performs periodic reconciliations and verifications of financial records; ensures that prescribed reconciliation of supporting document files with monthly reports of open account balances for all current and prior year fund accounts is accomplished to assure timeliness and accurate recording of accounting data for the preparation and submission of reports; and establishes policy and procedures for the agency financial management function that assures compliance with OMB requirements.  

The incumbent of this position is responsible for analyzing and evaluating financial management of program operations; executing budget and analyzes and evaluates unexpected changes and gaps in program plans and funding; analyzes actual expenditures compared to planned utilization of annual budget and/or allotment authority, evaluates fund availability to achieve balance of approved objectives and determines where reprogramming actions may be necessary; providing financial advice, interpretation, and guidance on a variety of budget related matters.   This position reports to the Director, Division of Budget Execution.

  • Monitors the execution of the operating budget; performs other tasks related to analytical, forecasting, and reconciling functions associated with the management and control of funds to avoid over or under spending in all accounts related to the assigned TAFS.
  • Certifies availability and correctness of use of funds on various financial documents in the Oracle federal government accounting system and grants in Payment Management System (PMS); maintains cognizance of funding balances and Appropriations Law Regulations to ensure proper certification is made in accordance with the Anti-Deficiency Act regulations.
  • Serves as the functional point of contact for day-to-day budget/financial questions or issues for HQ program staff. 
  • Analyzes, validates, and reconciles a large volume of financial transactions and accounting data including undelivered orders, prepare management reports on account balances and the status of funds, and other duties as assigned.

You must demonstrate in your resume at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector, performing the following types of tasks:

  

Qualifications at the GS-9 level:

Education: Master's or equivalent graduate degree OR 2 years of progressively higher level graduate education leading to such a degree  OR LL.B. or J.D., if related

Or

Specialized experience (1 year):   compile, obtain, and summarize narrative information and quantitative data using Excel, MS Word and other office software programs (e.g., Power Point) that serve as tools for accounting and reporting; enter, modify, retrieve and delete information in an automated accounting system.

 

Qualifications at the GS-11 level:

Education: PhD or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M, if related

Or

Specialized experience (1 year):   analyzing and evaluating financial management of program operations; executes budget and continually analyzes and evaluates unexpected changes and gaps in program plans and funding; performs program analysis of actual expenditures compared to planned utilization of annual budget and/or allotment authority, evaluates fund availability to achieve balance of approved objectives and determines where reprogramming actions may be necessary; provides financial advice, interpretation, and guidance on a variety of budget related matters, to include types of funding available, budgetary changes, and year-end closeout procedures.
