This position is ideal for a human resources professional looking for an opportunity to provide employee benefits to a diverse temporary workforce. This position starts at a salary of $51,630 (GS-09), with promotion potential to $74,872 (GS-12). Apply for this exciting opportunity to become a member of the Worklife Services/Retirement and Benefits Branch in the DHS/FEMA Office of the Chief Component Human Capital Officer (OCCHCO), Workforce Relations Division.

PROMOTION POTENTIAL: Future promotions will be dependent on your ability to perform the duties at a higher level, the continuing need for an employee assigned to the higher level, and administrative approval.

This position is being announced under FEMA's CORE Program (Cadre of On-call Response/Recovery employees).  These positions are authorized under P.L. 93-288 to perform temporary disaster work and are funded from the Disaster Relief Fund.  Appointments are excepted service, temporary appointments.  This is a 2 year temporary appointment in the Excepted Service. 

EMERGENCY ASSIGNMENT:  For all nonbargaining unit positions, the following applies:  Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites.  All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

Relocation expenses are not authorized for this position.

KEY REQUIREMENTS

In this position, you will become a key member of a team of human resources (HR) professionals in a pivotal role from day one. You will work to provide benefits services to a group of employees working to improve the capability to prepare for, protect against, respond to, recover from, and mitigate all hazards. Typical work assignments include:

  • Providing advice, assistance, and guidance to customers, supervisors, and managers on a wide range of human resources problems and issues.
  • Advising operating officials and others on the technical and procedural compliance of various requested activities providing flexible alternatives for consideration.
  • Serving as a team member on ad hoc cross-functional teams tasked with identifying new strategies and flexibilities to study and develop recommendations for agency human resources issues and problems.

You qualify for this position at the GS-09 level if you possess one of the following:

One full year of specialized experience. Specialized experience is described as experience serving as a junior team member or trainee assisting senior specialists in applying human resources rules, regulations and procedures to provide advice, assistance, and guidance to customers and supervisors on employee benefit programs.

OR

A Master's or equivalent graduate degree from an accredited college or university.

OR

At least two (2) full years of progressively higher level graduate education leading to a Master's or equivalent graduate degree from an accredited college or university.

OR

A combination of successfully completed graduate level education beyond the first year and experience. This will be calculated using your résumé and unofficial transcripts or a list of courses/course hours submitted with your application.

You qualify for this position at the GS-11 level if you possess one of the following:

One full year of specialized experience. Specialized experience is described as experience applying human resources rules, regulations and procedures to provide advice, assistance, and guidance to customers and supervisors on employee benefit programs.

OR

A Ph.D. or equivalent doctoral degree from an accredited college or university.

OR

At least three (3) full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree from an accredited college or university.

OR

A combination of successfully completed graduate level education beyond the second year and experience. This will be calculated using your résumé and unofficial transcripts or a list of courses/course hours submitted with your application.

To be creditable, graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
