This vacancy is for few Administrative Technician (OA) positions in the Los Angeles Regional Office, Field Division, U.S. Census Bureau located in Van Nuys, CA.

One year probationary period may be required.

Relocation expenses will not be paid.

This is a non-bargaining unit position.

This position may be filled through means other than the competitive promotion process.

The work schedule for this position is Mixed Tour. With a Mixed Tour work schedule, an employee may be changed between full-time, part-time and intermittent work schedules to accommodate fluctuating workloads and is subject to a signed agreement.

The individual selected for this position will:

  • Key time and attendance data for Regional Office(RO) and Field staff in WebTA (Web Time and Attendance).
  • Review and audit payroll reports and make adjustments as necessary.
  • Answer questions related to Windows Field Representative Earnings Data (WINFRED) from field employees.
  • Ensure accident reports are completed and submitted to the appropriate office/division at Headquarters.
  • Maintain tour-of-duty change forms and Employee Performance folders for Schedule A employees, and other administrative forms.
  • Issue and control identification badges.
  • Maintain administrative and correspondence files, payroll files and various technical manuals.
  • Prepare routine administrative forms and memorandums for programs and administrative services.
  • Assist with supply, mail, property management, telephone and purchase card services for the office.

MINIMUM QUALIFICATION REQUIREMENTS: To be minimally qualified for this position, applicants MUST have a typing proficiency of at least 40 words per minute with 3 or fewer errors based on a five-minute sample.

In addition, you must have the experience or education listed below or a combination of both.

MINIMUM QUALIFICATION REQUIREMENTS:

GRADE 5 EXPERIENCE: At least 1 year of specialized experience equivalent to the GS-04 level. Examples of such specialized experience include: reviewing automated payroll records and reports for accuracy; reviewing, verifying and auditing travel and miscellaneous vouchers; advising on automated systems, hardware, and software applications to support staff; reviewing, verifying and disseminating employee orientation information and forms; and establishing, filing, and maintaining administrative files.

OR

EDUCATION: Bachelor's degree or Four years above high school leading to a bachelor's degree. You must submit a copy of your college transcripts.  See the Required Documents section for more information.

HOW YOU WILL BE EVALUATED:

We will review your resume, optional cover letter and supporting documentation (transcripts if applicable) to determine if you meet the minimum qualifications for the position.  If you meet the minimum qualifications stated in the vacancy announcement, we will compare your resume, optional cover letter and supporting documentation to your responses on the scored occupational questionnaire that you completed as part of the application and place you in one of three pre-defined categories.  These categories are "gold," "silver," and "bronze."  However, your resume and/or optional cover letter must support your responses to the occupational questions, or your score will be lowered.  Candidates placed in the “gold” category will be identified for referral to the hiring manager and may be invited for an interview.

How you will be evaluated for preference eligibility: Within each category, those entitled to veterans' preference will be listed at the top of the pre-defined category for which they are placed.  Preference eligibles with a service-connected disability of 10% or more will be listed at the top of the highest quality category (gold) for all positions except for Professional and Scientific positions at the grade 9/ band II and above.

The scored occupational questionnaire will evaluate you on the following competencies; please do not provide a separate written response:

  1. Knowledge of payroll regulations and procedures to audit, compute and certify payroll.
  2. Knowledge of travel regulations to audit cost, travel and miscellaneous vouchers.
  3. Knowledge of personnel regulations and procedures to prepare personnel actions, and provide administrative support to staff.
