Cut-off date: First consideration will be given to candidates who have submitted a COMPLETED application package no later than January 4, 2013. Subsequent cut-off dates will be January 11, 2013 and January 18, 2013.

These are Temporary Appointments Not to Exceed (NTE) Thirteen (13) months and are in the Excepted Service.

Selectee may be noncompetitively converted to term or permanent competitive service positions.

Service in this program confers no right to further employment in the competitive or excepted service.

These positions are located in the Department of Health and Human Services (HHS) in Washington, DC (Metro) and Rockville, MD.

The Recent Graduates Program is a new program that provides employment opportunities for recent graduates and individuals who obtained certificates from qualified educational institutions or programs. This Program enables individuals to explore Federal civil service employment at the beginning of their careers; and engages them at the onset of their work lives, before their career paths are fully established.

Incumbent selects the appropriate techniques for data collection from numerous public and private sources. Ensures the adequacy of the data; and identifies significant factors which affect the research or investigation. Utilizes limited creativity and innovation in the application of standard methods and techniques to describe, treat and evaluate the particular circumstances involved. Incumbent is expected to examine a variety of methods, techniques, and processes and to recommend those suitable for producing explicit findings and evaluations. Responsible for a variety of quantitative analyses and utilize operations research tools and techniques and other appropriate quantitative methodologies. Gathers and analyzes data; identifies relationships among data elements; and recognize the relative significance of those relationships and potential impact on the project. The results enable management to make better decisions about program policy and operating procedures.

Recent Graduates Program Eligibility:

Have completed a qualifying master's or doctorate degree from a qualifying educational institution within the preceding 2 years. Note: Preference eligible veterans precluded from applying due to a military service obligation begin their two-year eligibility period upon release or discharge from active duty. Eligibility for these veterans cannot exceed six years from the date on which they completed their degrees; and applicants who completed their educational program requirements after December 27, 2010 will have a full two years of eligibility beginning July 10, 2012. ADDITIONAL QUALIFICATION REQUIREMENTS: In addition to meeting the Recent Graduates Eligibility Requirement candidates must also meet the Basic Qualification Requirements for Operations Research Specialist, GS-1515:

For GS-11 Grade Level:


Have a master's or equivalent graduate degree in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

For GS-12 Grade Level: 

Have a Ph.D. or equivalent doctoral degree in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.


Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
