JOB SUMMARY:

Civilian employees serve a vital role in supporting the Army mission.  They provide the skills that are not readily available in the military, but crucial to support military operations.  The Army integrates the talents and skills of its military and civilian members to form a Total Army.

About the Position:
The Watervliet Arsenal is an Army-owned and -operated manufacturing center located in New York.   It is the oldest, continuously active arsenal in the United States having begun operations in 1813. Today it is relied upon by U.S. and foreign militaries to produce the most advanced, high-powered weaponry for cannon, howitzer, and mortar systems.   The Arsenal is the only location in the DoD that has a weapons research facility (Benét Laboratories) collocated with a manufacturing facility (Arsenal).

Serve as draftsman with responsibility for the preparation, alteration, revision and correction of complete sets of Computer Aided Design and Design (CADD) drawings, schematics and technical illustrations of public works projects, infrastructure, utilities, and master planning related drawings, maps, and documents. Working from rough sketches, existing drawings, written or verbal instructions, prepare completed drawings using automated computer aided drafting (AutoCAD) software. Compute dimensions and scales, determine the best placement of features, notations and alterations to the drawings.

Determine the arrangement of drawings on AutoCAD from existing drawings, incomplete sketches and verbal information. Develop complete layouts with supporting detail drawings. Prepare alterations, revisions and additions to AutoCAD drawings. Analyze changes in terms of their effect on drawing requirements, and make appropriate corrections. Assist engineers and other technicians in the processing of shop drawings.

Acquire data and produce computerized geo-referenced maps and digital databases, and maintain/update Geographical Information System (GIS) database and maps. Use GIS databases and software to create surface maps and two dimensional surface models and maps. Print, plot and transfer in electronic format, maps and models. Utilize GIS and graphics software. Produce graphic presentations for reports to higher authority. Prepare maps, posters, cover sheets, drawings, charts, graphs or diagrams. Work from rough sketches or oral instructions.

Organize and maintain a technical library of construction projects, facilities', utilities' and other infrastructure specifications, manuals, warranties, photographs, and diverse other engineering related documents. Classify, index, cross-reference, and file all documents received. 

Perform day-to-day upkeep maintenance on printers, plotters, scanners, and other input and output equipment that support engineering activities. Order supplies and notify appropriate personnel of any major maintenance or repairs needed.

Perform contracting officer representative (COR) duties on non-complex construction and service contracts. Coordinate work with engineers and other project staff in accordance with specifications and safety/quality assurance controls, and certify for payment. Draft modifications and changes for signature of contractor and contracting officer. Write or provide input to new and renewable contract specifications. Evaluate RFPs [request for proposal] and make recommendations.

To qualify at the GS-07 grade level, applicants must possess one year of specialized experience equivalent to the next lower grade/level (GS-05).  Specialized experience is defined as performing a variety of duties that included: (1)Skill in applying standard procedures or operations in engineering drafting sufficient to prepare complete sets of drawings from layouts or sketches; (2) Knowledge of drafting rules, procedures and/or operations to revise and maintain plans in Computer Aided Drafting and Design (CADD) system; (3) Ability to interpret drawings, plans and/or specifications; and (4) Ability to utilize various types of computer software required to support Computer Aided Drafting and Design (CADD);

-OR-

Successful completion of one full year of graduate level education.   Education meets the requirements for GS-07 ONLY in those instances where it is directly related to the work of the position (i.e., major study in an appropriate field of engineering, construction or industrial technology). (NOTE: You must attach a copy of your transcripts.);

-OR-

An appropriate combination of related graduate education and specialized experience which equate to at least 100% of the requirement. (NOTE: You must attach a copy of your transcripts.)

To qualify for the GS-09 grade level, applicants must possess one year of specialized experience equivalent to the next lower grade/level (GS-07).  Specialized experience is defined as performing a variety of duties that included: (1) Knowledge of a wide range of technical engineering methods, principles, requirements, work techniques and practices; (2) Knowledge of drafting rules, procedures and/or operations to alter, revise and/or correct Computer Aided Drafting and Design (CADD) drawings. (3) Experience in interpreting drawings, plans and specifications; and (4) Ability to utilize various types of computer software required to support Computer Aided Drafting and Design (CADD) and/or Geographical Information Systems (GIS) software;

-OR-

Successful completion of two full years of graduate level education or a Master's Degree.   Education meets the requirements for GS-09 ONLY in those instances where it is directly related to the work of the position (i.e., major study in an appropriate field of engineering, construction or industrial technology).
