This position is located in the Office of the Under Secretary, National Protection and Programs Directorate (NPPD), U.S. Department of Homeland Security (DHS).  The goal of NPPD is to advance the Department's risk-reduction mission.  Reducing risk requires an integrated approach that encompasses both physical and virtual threats and their associated human elements


The incumbent serves as the serves as the Director, Enterprise Performance Management (EPM) for the Office of Cybersecurity and Communications (CS&C), NPPD, DHS.   As a senior member of the management team, the Director, EPM will assume responsibility of the operational performance of CS&C and its Divisions, assist the Deputy Under Secretary and Assistant Secretary in the aggressive achievement of strategic objectives and performance goals, provide direction and develop and oversee the reporting structure for CS&C's Divisions, and participate in developing policy and strategic plans.

The Director, Enterprise Performance Management (EPM) will provide leadership, management and vision necessary to ensure CS&C has the proper operational controls, reporting procedures and systems in place to ensure the effectiveness and operational efficiency of the Organization.  


The Director, EPM will drive unity of effort by supporting the Assistant Secretary's strategic management of CS&C and will advise, assist and represent the Assistant Secretary and Deputy Assistant Secretary for CS&C on sensitive cybersecruity and communications program policy matters.   The issues require knowledge of information that is classified up to and including the TS/SCI level.





The Director, EPM will participate with the Assistant Secretary on all highly complex and sensitive program policy matters for which the office is responsible:


- Lead staff in the development of strategy, policy and operational planning for CS&C, to include coordinating and overseeing these activities among the CS&C Divisions, ensuring administration and NPPD policy priority translates into CS&C mission component planning.


- Spearhead the development, communication and implementation of effective outcome based performance goals that align with strategic objectives and accurately reflect the implementation of programmatic areas of CS&C.

- Direct the Program Management Office (PMO) providing enterprise-wide governance, oversight and program reviews ensuring all programs are in compliance with established standards and strategic direction.  


- Lead, plan and coordinate overarching CS&C regional policies, partnerships and outreach activities through the CS&C Regional Partnerships and Exercises Directors.


- Oversee cross-cutting integration of a broad spectrum of planning and operational activities across CS&C. 

- Broadly manage operational and/or organization metrics process to inform long-term planning, strategy and operational planning.


- Engage and coordinate engagement with other DHS components, Federal agencies and the Department of Defense (DoD) to ensure coordination and integration of strategy, policy and plans with longer-term objectives.


- Develop and implement an enterprise performance management system , to   include after-action reviews and process re-engineering to allow for corrective action and to improve operational performance.


- Develop internal process, controls, reporting requirements, and data sharing environment to ensure integrated, timely, accurate and complete reporting on the operations of CS&C.


- Prepares policy positions, briefings, papers, and reports for DHS personnel, other Government agencies, Federal and state officials, professional and trade associations and foreign officials.

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Technical Qualifications and Executive Core Qualifications listed below.  Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent in the private sector.

Technical Qualification(s) - Mandatory
TQ-1:  Expert knowledge of the principles of the National Strategy for a Homeland Security, the National Infrastructure Protection Plan, and the National Response Plan.

TQ-2:  Ability to deal effectively on complex homeland security-related issues with senior officials from all branches and levels of government and with other private sector and critical infrastructure/key resource owners, operators, and other stakeholders.

TQ-3:  Experience in directing and supporting large-scale programs (including strategic planning, international affairs, program reviews and execution of complex operations) and preparedness, protection and recovery programs involving multiple organizations.

ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
